FOREWORD 1. The following information paper was prepared by the Secretariat of ICAO as background documentation for the assistance of Contracting States and Observers in their consideration and formulation of recommendations on the subject of Policy Concerning International Non-Scheduled Air ransort - Item 2 on the Agenda for the Special Air Transport Conference which was held in Montreal in April 1977. The Report of the Conference was published as Doc 9199, SATC 1977. 2. One main source of information was the replies submitted by 61 Contracting States to the Questionnaire on the subject dispatched on 26 January 1976 State Letter EC 2/19, EC 2111.1 - 7612. The second source was the material on international non-scheduled air transport and related matters available at ICAO Headquarters, including such items as previous ICAO studies on the subject, relevant government documents, special studies and articles that have apperared in aviation journals. 3. The paper has been revised and is now published as an ICAO Circular in order to give it wider circulation.
