AMENDMENT 55 to the International Standards and Recommended Practices AERONAUTICAL TELECOMMUNICATIONS Annex 10, Vol. I, to the Convention on International Civil Aviation 1. Foreword Annex 10 - Aeronautical Telecommunicatione Amendment 53, whiclt ects only Volume I of Annex 10, resulted from Council action in pursuance of Assembly Resolutions A17-10 and Al8-10, was adopted by the Council on 7 Dccember 1973, and became effective on 7 April 1974. The amendment introduces provisions relating to practices to be followcd in the event that an aircraft is being subjected to unlawful interference. cfficiency of air navigation by securing through their world-wide application the highest practicable degree of urii- forniity in the provision of radio naviga- tion aids and communicatioil facilities, methods of operation procedures and codes. The fulfilnient of this purpose is dependent on impleitlentation by States of Article 28 oE the Convention, which imposcs an obligation in respcct to the provisior of facilities and services and the adoption of communicatioil pro- cedures and codes. In addition, the ap- plication of thc Annex to these facilities and serviccs, and their successful opera- tion, are depeident on compliance with the condiiions imposed by Article 15 of the Convention. Relevant conditions arc a that the facilities and services be made available under uniform condi- tions to all civil aviation b that the formula and basis for the computation of any charges made for the services provided bc published. x Annex 10, as amended by Amendment 21, became applicable on 1 October 1955. xi Annex 10, as amended by Amendment 22, became applicable on 1 December 1956. xi Aniiex 10, as amended by Amendment 23, became applicable on 1 March 1956. xiii Annex 10, as amended by Amendment 24, became applicable on 1 December 1956. Amendment 54 was approved by the Council on 17 June 1974 for immediate use. It inmrporated a new Attachment G to Part I of Volume I containing guidance material for groundground data intercllange over data links at medium and higher signalling rates, and the insertion of cross references in Volumc I, Part I, Chapter 4, 4.12, and in the Introduction to Volumc 11. S,ilce the amendment related only to guidance material, no formal adoption was necessaty. xiv Annex 10, as amended by Amendment 25, became applicable on 1 January 1956. m Annex 10, as amended by Amendments 26, 27 and 28, became applicable on I December 1956. .mi Annex 10, as amended by Amendments 29 and 30, became ap- plicable on 1 December 1957, Amendment 55 affects only Volume I of Annex 10, and stems from several sources. The amendment aligns the implementation provisions for ILS with those of other radio navigation aids in the Annex, and revises the technical specification for TLS Localizer and Glide Path elements of the ILS.
