AMENDMENT 59 to the International Standards and Recommended Practices AERONAUTICAL TELECOMMUNICATIONS Annex 10, Vol. 11, to the Convention on International Civil Aviation 1. FOREWORD A complete review of the historical background of the development of Annex 10, together with detailed information regarding the amendments to the Annex adopted prior to the publication of this edition, is contained in the Foreword to Volume I. However, the following information is considered important for a good understanding of the purpose and scope of the material in Volume 11. Up to and including the Seventh Edition, Annex 10 was published in one volume containing four Parts together with associated attachments Part I - Equipment and Systems, Part I1 - Radio Frequencies, Part 111 - Procedures, and Part IV - Codes and Abbreviations. By Amendment 42, Part IV was deleted from the Annex the codes and abbreviations contained in that Part were transferred to a new document, Doc 8400. As a result of the adoption of Amendment 44 on 31 May 1965, the Seventh Edition of Annex 10 was replaced by two volumes Volume I First Edition containing Part I - Equipment and Systems, and Part I1 - Radio Frequencies, and Volume I1 First Edition containing Communication Procedures. Annex 10, as a whole, therefore consists of Volumes I and 11, While Volume I contains only Standards, Recommended Practices and Guidance Material, Volume 11 contains in addition material that has the status of Procedures for Air Navigation Services PANS. This latter material was included, prior to the publication of the First Edition of Volume 11, in Doc 7181-COM/546/6 PANS- Radiotelephony Procedures, which document is now superseded. These steps had been taken in accordance with recommendations of the Seventh Session of the Communications Division to reduce the number, and facilitate the use, of the individual documents normally required by communications operating personnel. Table A shows the origin of amendments to Annex 10 subsequent to Amendment 43, together with a list of the principal subjects i.nvolved, where appropriate, and the dates on which the Annex and the amendments were adopted by Council, when they became effective, and when they became applicable. Action by Contracting States The action to be taken by Contracting States with respect to notification of differences and the use of the text of the Annex in national regulations is contained in the Foreword to Volume I of Annex 10. The Procedures for Air Navigation Services PANS contained in Volume I1 of Annex 10 do not carry the status afforded to Standards adopted by the Council as Amexes to the Convention and, therefore, do not come within the obligation imposed by Article 38 of the Convention to notify differences in the event of non-implementation. However, attention of States is drawn to the provisions of Annex 15 related to the publication in their Aeronautical Information Publications of lists of significant differences between their procedures and the related ICAO Procedures. In the case of Recommended Practices, the Council has invited Con- tracting States to notify any differences between the national practices and those contained in the Annexes, when the notification of such differences is important for the safety of air navigation. Genera1 Information An explanation of the component parts of the Annex has been given in the Foreword to Volume I of Annex 10, together with an explanation of the status of the various parts of an Annex. With respect to the typesetting of the material in Volume LI of Annex 10, the following practice has been employed in order to indicate at a glance the status of each provision Standards have been printed in light face roman Recommended Practices have been printed in light face italics, the status being indicated by the prefix Recom- mendation Procedures for Air Navigation Services have been printed in light face italics, the status being indicated by the prefix PANS Notes have been printed in light face italics, the status being indicated by the prefix Note.
