AMENDMENT 17 to the International Standards and Recommended Practices AERONAUTICAL INFORMATION SERVICES Annex 15 to the Convention on International Civil Aviation 1. FOREWORD Historical Backgronnd Standards and Recoruretled Practices for Aeronautical Informatioil Services were first adoptcd by thc Coullcil on 15 May 1953, pursuant to thc provisions of Article 37 of the Coilvcntion oil International Civil Aviation Chicago 1944, and were designatccl as Annex 15 to tlie Convention. Annex 15 as \low presented has under- gone the folloning tlevelopmellt. The Elrst reqiirernents were developed Ijy the Air Navigation Cornnittee as a result of recornienrlations of Regiunal Air Navi- gation Meetings, and were published by authority of the Council as Procedures for Irternational Notices to i2irmen PANS-NOTAhI, PICA0 Doc 2713 in January 1947. In 1,949, the Sllecial NOTAM Meeting revicwed ancl proposed anerclnicrts to these procedures vliich were later issued as "Procedures for Air Navigation Sel-vices PANS--415, Doc 7106" and which became applicable un 1 August 1951. 1 1952, the PANS-AIS were rcvieved by the First Session of the Aeronautical Information Scrviccs Division vhich recommcndcd the adoption of Standards ailcl Rccommcadcd Practices. Following consicleratioil by all Contract- ing States, these recornnendations were reviewed by the Air Navigation om- missio ancl the first set of Standards and Recommendecl Practices was adopted by the Coulcil on 15 May 1953 as Annex 15 to the Convention. This Annex became applicable on 1 April 1954. Following the usual consultation with States, fivc minor amenclmcnts to the Annex were subsequently adopted 01- approved by Ilhc Council. Arnendlents 1, 2 ancl 5 were of an editorial nature, and designed to maintain consistency in terminology with developments in other ICAO fields. Arnendmelits 3 and 4 dealt respectively with the definition and identihcation of prohibited, restricted and danger areas, and cxplaatory notes on the application of such definitions. At the Meeting of the Aeronautical Information Services and Aeronautical Charts Divisiol in April-May 1959 the Standarcls and Recoinmcndcd Practiccs \\ere subjected to a colnplctc rcview which resulted in a nulllber of recomnendations for aerdinert. Irl the main, these were directed towards a clarification and strengthcning of the Annex, giving the status of Standards or Kccorumended Practices to tlie dctailcd contents of Aerolautical Iniorrnatiol Publications, development of specifications for Informa- tion Circulars, and the deletion of certain guirlance ilaterial considered more aljropriate to an AIS Manual. On the basis of coulmets of States, these recom- menclations xere reviewed by the Ail- Navigation Commission airl the resilting material was adol,ted/alprored hy the Council as .Amcndrlcnt 6 on 20 rune 1960 and -4mcndment 7 on 2 Dcccnibcr 1960. 011 25 March 1964 the Courcil adopted Amendment S vhich introduced into Challter 5 a new lrocedurc for thc contl-ol and regulation of amendments to aeroilaritical information ant1 renoved fl-om the Annex the "NOTAM Code" and "AljIj1-eviations for use by Acroilau- tical nforilation Services". 'l'11e latter sternlnecl fronl action of thc Colncil in approving the establisl-ment of a ne\v clocurnent to contain ICAO .Abbreviations and Codes, Doc 8400. Alinur amedrnents were also ilade to Aljpendix 1. Amend- ment S Ijecanie a1plicable on 1 November 1961. Amendment 9, which consisted of changes to the defil1itions for danger area, prohibited a-ea and I-estrictetl area, and consecluent amendment of the associated guidance material Attach- ment A, steruming from action of the RAC/OPS Meeting 1963, was adoptcd on 10 1ecenlber 1965 and becanc applic- aljle on 25 August 1966. The Aeronautical Information Services and Aerorautical Charts Divisiorral Meet- ing 1966 further clarified, strengthened and 111-ought ulj to date the provisiorls of the Annex, introduced sllecificatiors for Snow Plan rlotificatiuns ant1 a defini- tion and pro forlta for SNOWTAM revised the specifications for the text of NOTAM givcn Class I distribution, the content of AIP, and the identification and dclincation ol restricted airspace to accord with operational necds and changing concepts in relatcd fields and raised the specifications for Aeronautical Ilfornatiol Circulars to the status of Standards. The Meeting also rccomrnended the deletion of Appendix 2, spccifications as to the sheet size of NOTAM Class 11, and Attachment A as beirig guidance material more appropriate to the AIS Manual. On the basis of comments of States, these recomnendations were re- viewed by the Air Navigation Conlnlission and tlte resulting material, adopted by the Council as Amendment 10 on 13 June 1967, becarile effective on 8 October 1967 and applicable on 8 Rcbruary 1968 Tlie Fifth Air Navigation Conference 1967 recornmenrled a more detailed delineation of the information to be made available through the pre-flight infoi-ma- tion service and the publication of in- formation oil runway visual range sys- tcils. This iiaterial. Amendment 11 was adopted by the Courcil on 23 January 1969, became effective on 23 May 1969 and alglicable 011 18 September 1969. Amendmelt 12 reflects recommenda- tions of the Sixth Air Navigation Con- ference 1969 which were dcsigned to clarify and extend the specifications con- cerning the publication of information on air traffic services systems, i.e. with rclcrcncc to reporting points ancl mil mum flight altitudes. It also provides, by tl-ansfer of the substance of a Regional Supplementary Procedure, for promulga- tion by NOTAM of information con- cerning the conduct of search and rescue opel-ations of substantial duration. This material was adopted by the Council on 15 May 1970, became effective on 15 September 1970 and applicable on 4 February 1971. Amendment 13 reflects recommenda- tions oi the AIS/MAP Divisional Meet- ing 1966 resulting in the introduction on a world-wide basis of a predetermined distribution system of NOTAM Class I and the clarification of the spccifications for composition of NOTAM, and of the Sixth Air Navigation Conferelce concern- ing the publication of more detailed in- formation on aeronautical meteorological facilitics and serviccs available for inter- national air navigatiol. TClis material was adopted by the Council on 19 March 1971, bccame effective on 6 September 1971 and applicable 011 6 January 1972.
