PANS ATC 3 PROCEDURES FOR AIR NAVIGATION SERVICES - 3rd Edition, May 1947 AIR TRAFFIC CONTROL The 'Troccedures for Air Naviration Services - Air Traffic Control - PANS-ATC 3rd Edition1, were prepared by the Rules of the Air and Air Traffic Control Division RAC at its Second Session December 3, 1946, to January 6, 1747. Adoption by the Council of the Rules of the Air and of the Metqorolgical Codes, Annexes 2 and 3 to the Convention which will come into force on January lst, 1947, necessitated some amend- ments to these Procedures. As a result Amendnent To. 1 to the procedures was issued to become effective January lst, 1949. The Third Session of the RKC Division April 20 to May 10, 1948 also recommended arriendinents and additions to the Procedures. These were reviewed by the Air Kavigation Committee and, as approved by Council, were included in an Amendment No. 2 which was notified to States with a request that they inform ICAO if they will be able to implement it by March lst, 1949. The PANS-ATC, 3rd T"d.ition, are now in effect in the following Regions - European-Mediterranean - Caribbean - South Pacific - South American - South Atlantic and have been recommended for implementation in the North Atlantic Region, effective January lst, 1949, and in the North Pacific Region, effective 14arch lst, 1747.
