FOREWORD This manual on the control of Instrument Flight Rule Traffic IFR is supplementary to the PICAO International Rules of the Air and Lr Traffic Control Standards and prescribes operating instructions which are necessary to ensure uniformity in the provision of area control. These procedures are to be observed by area control personnel of the various states concerned. However, instances will arise where air traffic can be controlled more efficiently and safely by deviation from these standards. In such cases, personnel in charge are expected to use their best judgment in effecting these temporary deviations. Standard phraseologies for use in area control are prescribed in this manual, but these cannot, of course, cover every situation that may arise. In all cases, however, all instructions and information shall be transmitted as clearly and concisely as possible. Personnel are expected at all times to give full cooperation aiid every possible service to the aeronautical interests consistent with the performance of their duties. Recommendtions concerning the procedures prescribed in this manual should be forwarded to PICAO for review and such action as may be deemed appropriate.
