Doc 9740 Supplement No. 2 Certifying Statement Whereas the Convention for the Unification of Certain Rules for International Carriage by Air Montreal Convention of 1999 was adopted at Montreal on 28 May 1999 Whereas the International Civil Aviation Organization ICAO serves as the Depositary of the said Convention Whereas the Convention entered into force on 4 November 2003 Whereas the Convention establishes in its Articles 21 and 22 the liability limits of the air carrier for damages in relation to the carriage of passengers, baggage and cargo Whereas Article 24 of the Convention provides that the limits of liability be reviewed by the Depositary at five-year intervals, the first such review to take place at the end of the fifth year following the date of entry into force of this Convention Whereas ICAO, in letter LE 3/38.1-09/47 dated 30 June 2009, notified all States of the results of the first quinquennial review and, in accordance with Article 53, paragraph 8d of the Convention, by letter LE 3/38.1-09/87 dated 4 November 2009, ICAO notified all States that the revised liability limits would become effective for all States Parties to the Montreal Convention of 1999 as of 30 December 2009 Whereas ICAO, in Electronic Bulletin EB 2014/35 dated 15 July 2014, notified all States that the results of the second quinquennial review had not led to any increase of the liability limits Whereas ICAO, in letter LE 3/38.1-19/50 dated 28 June 2019, notified all States of the results of the third quinquennial review Whereas ICAO, in accordance with Article 53, paragraph 8d of the Convention, by letter LE 3/38.1-19/70 dated 11 October 2019, notified all States that the revised liability limits would become effective for all States Parties to the Montreal Convention of 1999 as of 28 December 2019
