Page 1 Doc 9876 SUPPLEMENT July 2007 ASSEMBLY THIRTY-SIXTH SESSION SUPPLEMENTARY REPORT ON ACTIVITIES OF THE ORGANIZATION IN THE FIRST HALF OF 2007 CHAPTER 1. INTRODUCTION This report supplements the Annual Report of the Council 2006 it reviews briefly the more important developments in the work of the Organization during the first half of 2007, i.e. until the end of the 181st Session of the Council on 22 June. It has been approved by the President under delegation of authority from the Council. CHAPTER 2. THE ORGANIZATION 1. HIGHLIGHTS IN THE FIRST HALF OF 2007 In February, 204 experts from around the world participated in the Seventh Meeting of the Committee on Aviation Environmental Protection CAEP/7 in Montral. Significant progress was achieved with respect to the Strategic Objective on Environmental Protection, particularly on reducing or limiting the impact of aviation greenhouse gas emissions on the global climate. The publication of several new ICAO documents and amendments to existing ICAO publications were recommended, which included draft guidance on aviation emissions trading and on charges related to local air quality. In March, the Worldwide Symposium on Performance of the Air Navigation System was organized within the framework of ICAOs Global Air Traffic Management Operational Concept during which safety, operational, economic and management, and technical aspects of the air navigation system were examined.
Doc 9876 Supplement July 2007 Page 2 In May, ICAO held a Colloquium on Aviation Emissions. The Colloquium had wide regional participation and provided information that will form the basis for discussions and high-level decisions at the upcoming 36th Session of the Assembly. It addressed the latest developments on the assessment of aviation emissions and highlighted various solutions to address related environmental impacts. Effective 15 June, the Unified Strategy Programme USP Unit and the Coordinated Assistance and Development CAD Section were consolidated to form the Implementation Support and Development ISD Branch under the Office of the Secretary General. The primary objective of the ISD Branch is to support Contracting States that have been identified by the ICAO audit programmes as having significant deficiencies in the implementation of their aviation safety and security obligations to facilitate and coordinate the provision of assistance provided by States, industry, international financial institutions and other stakeholders and to participate in safety and security implementation support and development activities aimed at enhancing States capabilities to meet their aviation safety and security obligations. 2. THE COUNCIL The Council and its subordinate bodies devoted a large part of the first half of 2007 to preparations for the 36th Session of the Assembly. This involved the finalization of the Budget Estimates of the Organization for 2008, 2009 and 2010 as well as Assembly documentation dealing with items such as environmental protection the implementation of the ICAO Unified Strategy Programme USP passenger and crew health and the prevention of the spread of communicable diseases developments in aviation security, including the threat to civil aviation posed by man-portable air defense systems MANPADS the implementation of ICAOs Universal Security Audit Programme USAP compensation for damage caused by aircraft to third parties arising from acts of unlawful interference or from general risks activities of the International Financial Facility for Aviation Safety IFFAS increasing the effectiveness of ICAO report on implementation of Assembly Resolutions A31-2, A32-1 and A33-3 and enhancing the effectiveness of the Assembly amendment of certain rules of the Standing Rules of Procedure of the Assembly of the International Civil Aviation Organization Doc 7600. The Council adopted amendments to Annexes 1, 2, 3, 4, 6 Parts I, II and III, 10 Volumes I, II, III Part 1 and IV, 11, 12, 15 and 18. When reviewing a report on the implementation of paragraph 1.2.9.4 in Annex 1 concerning language proficiency requirements, the Council decided to maintain the applicability date of 5 March 2008, with the understanding that a resolution on the subject be presented to the Assembly. In February, the Council completed its review of the Strategic Objectives of ICAO for the 2007-2012 period with the assistance of a Council Working Group. The Council approved, in principle, the structure of the Strategic Objectives and approved a proposed cycle for their review and implementation.
Doc 9876 Supplement July 2007 Page 3 When reviewing a report on the conclusions of work done by the Secretariat Study Group on Aviation Security Conventions, the Council agreed to the establishment of a special Sub-Committee of the Legal Committee which would address the issue of new and emerging threats. The Council approved the convening of the meeting of the special Sub-Committee in July 2007. On 16 March, the Council unanimously agreed to bestow the Thirty-eighth Edward Warner Award upon Dr. Silvio Finkelstein Argentina. The Council considered sessional reports on the financial situation of the Organization, and determined the assessment of contribution of Montenegro. During its 181st Session May/June, the Council approved guidelines for harmonized procedures for validation of compliance with liquids, gels and aerosols LAGs carried by passengers during transfer. The Council requested the Secretary General to send a State letter which would further enhance the operational aspects contained in State letter AS 8/11-07/26 Confidential dated 30 March 2007, and to establish a schedule of seminars and workshops to assist States in the implementation of the guidelines. When considering a report on a Comprehensive Regional Plan for Africa, the Council voiced strong support for the establishment and implementation of a plan to assist Africa in resolving its safety problems. A plan had been drawn up subsequent to a visit by members of the Air Navigation Commission to certain States in Africa. Invitations to a high-level regional meeting on the comprehensive regional implementation plan for Africa, scheduled to take place on 17 September 2007, would be extended to all Contracting States. The subject would be given priority in the draft Budget for 2008-2009-2010, and resources would be sought from various funds in order to start implementing the plan and thus give rise to the generation of voluntary contributions. 3. HUMAN RESOURCES During the first six months of 2007, 25 Professional category personnel left the Secretariat1 26 new appointees from 19 Contracting States reported for duty. The number of nationalities represented in the Secretariat was 73, 1 new nationality was gained2 and 4 were lost3 . There were 700 posts in the Establishment as at 30 June 294 in the Professional and higher categories and 406 in the General Service category these totals included 75 Technical Co-operation funded posts. At the end of June, 12 Professional posts were vacant. 1. Doc 9876 Supplement July 2007 Page 4 Included in the Professional and higher category personnel staff are 9 staff members whose posts are funded by regional civil aviation bodies, but excludes 2 Associate Experts, funded by France 1 and Germany 1, 1 Junior Professional funded by France and 15 Trust Funds posts, funded by the Joint Financing Agreement 1, AVSEC Mechanism 4, Austria 1, France 2, Republic of Korea 1, Switzerland 1, the United Kingdom 1 and the United States 4. Part A of the new Performance and Competency Enhancement PACE System was implemented in January 2007. Development and training activities for the remaining parts of PACE continued. A Policy Framework on Gender Equality and Gender Mainstreaming at ICAO which contained a number of recommendations was presented by the Advisory Body to the Secretary General on Gender Equality and Gender Mainstreaming and circulated to Council Members. Three women were appointed to high-level positions at Headquarters, namely Director, Air Navigation Bureau Director, Air Transport Bureau and Director, Bureau of Administration and Services, increasing the level of representation of women at the Director level from 0 per cent to 60 per cent. New Staff Regulation 6.7 on paternity leave was incorporated in The ICAO Service Code Doc 7350 in order to align ICAO family-friendly policies with those of the United Nations. CHAPTER 3. PRINCIPAL TRENDS AND DEVELOPMENTS IN CIVIL AVIATION Note. The data in Chapter 3 of the Annual Report of the Council 2006 Doc 9876 were provided at the end of May 2007 and are therefore up to date.
