This manual provides the ICAO Universal Safety Oversight Audit Programme auditors, Member States and auditors in particular specialities with standard procedures for the conduct of safety oversight audits, with respect to those factors dealing with human performance. It is also designed to assist States in the evaluation of the implementation of Human Factors requirements contained in ICAO Annexes.
