This document provides information and guidance to the Licensing Authority on the implementation of Annex 1 Standards related to the approval of training organizations. It describes the process through which approval is granted to a training organization, the contents of an application proposal to become an approved training organization (ATO), the quality assurance system and, where applicable, the safety management system needed to maintain approval.
