AMENDMENT 57 to the International Standards and Recommended Practices AERONAUTICAL TELECOMMUNICATIONS Annex 10, Vol. I, to the Convention on International Civil Aviation Insert the following new and replacement pages in Annex 10, I Third Edition, to incorporate Amendment 57 which becomes icable on 6 October 1977. a Pages 7 and 8 - Foreword b Pages 78 and 79 - Part I1 2. Foreword Annex 10 - Aeronautical Telecommunications Amendment 53, which affects only Council approved amendments to the vii Annex 10, as amended by Volume I of Annex 10, resulted from Attachments to certain parts of the Annex. Amendment 14, became applicable on Council action in pursuance of Assembly 1 June 1954. Resolutions A17-10 and A18-10, was adopted by the Council on 7 December 1973, and became effective on 7 April 1974. The amendment introduces provisions relating to practices to be followed in the event that an aircraft is being subjected to unlawful interference. Amendment 54 was approved by the Coullcil on 17 June 1974 for immediate use. It incorporated a new AttachmentG to Part 1 of Volume I containing guidance matcrial for ground-ground data interchange over data links at medium and higher signalling rates, and the insertion of cross references in Volume I, Part I, Chapter 4, 4.12, and in the Introduction to Volume 11. Since the ameldmet related only to guidance material, no formal adoption was necessary. Amendment 55 affects only Volume I of Annex 10, and stems from several sources. The amendment aligns the implementation provisions for ILS with those of other radio navigation aids in the Annex, and revises the technical specification for ILS Localizer and Glide Path elements of the ILS. It also introduces provisions concerning use of the VHF Emergency Channel 121.5 MHz in the event of interception of aircraft. Amendment 55 was adopted by the Council on 4 February 1975 and became effective on 4 June 1975. Amendment 56, designating SSR Code 7500 for use in the event of unlawful inter- ference, was adopted by the Council on 12 December 1975 and became effective on 12 April 1976. Amendment 57 affects both Volume I and Volume I1 of Annex 10, and resulted from a study undertaken by ICAO which had its origins in the ASIAIPAC RAN Meeting 1973. It affects Standards and Recom- mended Practices regarding the provision of, and maintenance of guard on the VHF frequency 121.5 MHz. Amendment 57 was adopted by the Council on 16 June 1976 and became effective on 16 October 1976. Coincident with the adoption of Amend- ments 1-5, Amendments 7-1 1, Amendment 14, Amendments 15-16, Amendments 17-20, Amendment 27, Amendment 32, Amendment 33, Amendment 36, Amend- ment 3 8, Amendment 39, Amendment 40, Amendment 42, Amendment 45, Amend- ment 47, Amendment 48, Amendment 49, Amendment 5 0, Amendment 5 1, Amend- ment 52 and Amendment 55 to the Stand- ards and Recommended Practices, the Relation of the Convention to the Application of the COM Standards The Standards and Recommended Practices for Aeronautical Telecommuni- catioils are applicable to facilities and " " services provided for international air navigation. Their purpose is to con- tribute to the safety, regularity and efficiency of air navigation by securing through their world-wide application the highest practicable degree of uni- formity in the provision of radio naviga- tion aids ant1 comnlulicatiol facilities, methods of operation procedures and codes. The fulfilnent of this purpose is dependent on implementation by States of Article 28 of the Convention, which imposes an obligation in respect to the provision of facilities and services and the adoption of communication pro- cedures and codes. In addition, the ap- plication of the Annex to these facilities and services, and their successful opera- tion, are dependent on compliance with the conditions imposed by Article 15 of the Convention. Relevant conditions are a that the facilities and services be made available under uniform condi- tions to all civil aviation O that the formula and basis for the computation of any charges made for the services provided be published.
