AMENDMENT 57 to the International Standards and Recornended Practices AERONAUTICAL TELECOMMUNICATIONS Annex 10, Vol. 11, to the Convention on International Civil Aviation 1. FOREWORD TO VOLUME 11 R complete review of the historical background of the development of Annex 10, together with dctailetl iriformation regarding the amendinents to the Arrnex adopted prior to the publication of this edition, is contained in the Foreword to Volume I. However. the followina information is considered - important for a good understanding of the purpose and scope of the rnaterial ill Volume 11. Up to and includirzg the Seventh Edition, Annex 10 was published in one volume con- taining four Parts together with associated attachmerlts Part I - Equipment and Systems, Part I1 - IXadio Prc- quencies, Part I11 - Procedures, and Part IV - Codes and Abbreviations. By Amendment 42, Part IV was deleted from the Annex the codes and abbreviations contained in that Part were transferred to a new document, Doc 8400. As a result of the adoption of Amcndment 44 on 31 May 1965, the Seventh Edition of Annex 10 was replaced try two voluies Volume I First Edition containing Part I - Equip- ment and Systems, and Part I1 - Radio Frequencies, and Volume I1 First Edition containing Communication Pro- cedures. Annex 10, as a whole, therefore consists of Volumes I and 11. While Volume I contains only Standards, Recommended Practices and Guidance Material, Volurne I1 contains in addi- tion rnaterial that has the status of Frocedrrcs for Air Na- vigation Services PANS. This latter material was included, prior to the publication of the First Edition of Volume IT, in Doc 7 181-COM/546/6 PANS - Radiotelephony Procedures, which document is now superseded. These steps had been taken in accordalcc with recom- mendations of the Scventh Session of thc Communications Division to reduce the number, and facilitate the use, of the individual documents normally required by communications operating personnel. Amendment 45 affected both Volunlc I and Volume I1 of Annex 10 and constitutcd the first amendment of cach of these volumes since they were established as part of Amend- ment 44. In so far as Volune I1 is concerncd, Amcndment 45 stemmed from Recommendations of the Sixth Meeting of the Panel of Teletypewriter Specialists resulting in a nunlber of detailed changcs in the AFTN procedures Recommendations of the Fourth Air Navigation Conference to amend Chapters 5 and 6, to indicate more precisely the procedures to be used when communications take place directly between a pilot and an air traffic controller and a rewording of 3.7 -Use of Abbreviations and Codes, to correct an unintentional change in meaning introduced in Arnendnlent 42. Amendmcl-rt 45, comprising the changcs indicated above, was adopted by the Council on 12 December 1966 and became effective on 12 April 1967. Amendment 46 affected both Volumes I and I1 of Annex 10. In so far as Volun,le 11 is concerned, Amendment 46 com- prising provisios lor the tralstnission of A'rS nlessages in- tended for usc in an ATC computer, based on Recomrncnda- tion 1/12 of the Fifth Meeting of the ATC Automation Panel, was adopted by the Council on 7 June 1967 and bccame effective on 5 October 1967. Rnlendnent 47 aflects both Volume I and Volume II of Annex 10. Amendment 47 stems primarily from recommenda- tions of the COMjOPS Divisional Meeting 1966 and, in so far as Volune I1 is concerned, the most notable feature is the introduction of new simplified Aeronautical Mobile Distress Procedures which are better suited to the special requirements of international civil aviation. Amendment 47 was adopted by thc Council 011 11 December 1967 and became effective on 11 April 1968. Amendment 48 affects both Volullie I and Volume 11 of Annex 10. In so far as Volume I1 is concerned, Amendment 48 stems prinlarily from recommendations of the Seventh Meeting of thc XCAO Panel of Teletypewriter Specialists and introduces changes to message classificatiorl atid teletypewriter procedures in the light of experience gained in automated operation of the AFTN. Amendment 48 was adopted by the Coulcil on 23 January 1.969 and bccame effective on 23 May 1969. Amendment 49 affects both Volume I and Volume I1 of Annex 10. In so far as Volume XI is concerned it introduces, on the basis of recommendations of the First Meeting of the Automated Data Interchange Systcns Panel, a provision .concerning the use of the 7-unit code for data interchange at nlediunl signalling rates. On the basis of the rccomlnendations of the Sixth Air Navigation Conference, it introduces provi- sions relating to the categories of aeronautical mobile service messages. On the basis of the study on the consolidation and resenta at ion of the Regional Supplementary Procedures, it introduces provisions relating to appropriate diversion routing lists at AFTN conmunication centres early transrnissiol of AFTN messages bearing Priority Indicators GG or higher aircraft on long over-water flights guarding 121.5 MHz action by aeronautical stations receiving an air-report or a message containing meteorological information trallsnlitted by an aircraft and the action to be taken by a station receiving a distress message or an urgency message, and when it is aware that the distress condition is ended. It introduces also a number of up-dating and editorial corrections. Amend- ment 49 was adopted by the Council on 1 June 1970 and became effective on 1 October 1970. Amendment 50 affects both Volume I and Volumc I1 of Annex 1.0 and stems from several sources. It provides for the introduction into Annex 10 of the term "Hertz Hz" in place of the term "cycles per second c/li" as the unit of frequency for electric and radio-technical matters. In as far as Volume I1 is concerned it introduces, on the basis of Recolnlnendation 15/15 and 16/23 of the Fifth North Atlantic Regional Air Navigation Meeting changes in the provisions relating to short- term and long-term retention of AFTN traffic records and the period of thirty days for the retention of communication logs, respectively. On the basis of Recommendation 9/2 of the Second Meeting of the Automated Data Interchange Systens Panel, it expands the Introduckion to Volumc I1 with material relating to the 7-unit coded character set.
