FOREWORD Historical baekgrund In October ,1945, he Rules of the Air and Air Traffic Control RAC Division, at its first session made recom- mendations for Standards, Practices and Procedures , for, Air Traffic Control. These were rewiewcd by the then Air Navigation Committee and approved by the Council on 25 February 1946. They were published as "Recpmmelrdations for Standards,, Practices and Procedurcs - Air Trafic ColtroIm' in the secoud part of Doc 2010-RACf104, published .in Feb- ruary 1946. The RAC Division, at its second ses- sion in December 1946- January 1947, reviewed Doc 2010-RAC/104 and pro- posed . Standards and Recommeuded Practices for Air Traffic Cottrol. It did not appear possible,' however, to finalizc those Standards prior to basic principles being established by the RAC Division for the crganization of the relevant ser- vices. These .,yere establjslled by the RAC Division at its third scssjon in April- May 1938 and a' draft Anuex was tllere- after submitted to States. This was adopted by the Council on 18 hfay 1950, pursuant to Article 37 of the Conven- tjon on Znterational Civil Aviation Chicago, 1944 and designated as An- nex Bl to .the convention with the title "International Standards and Recorn- nended Practices - Air Trafic Scrviccs". It became effective or1 1 October 8950. Tbjs new title - Air Trafic Services - was peferreti to ths title Air Trofic CorrtruE, in ordkr to make it clear that air traffic control service was a part of the services covered by Annex II, to- gether with flight information service .alnd alerting service. The fourth session of the RAC Divi- sion made a review of the Anlex in Nwembes-December 1950. As a result of its recommendations, Amendments 1 to 6 inclusive to Amex 11 were adopted by tht CounciI on 27 November 1951, became zffective on 1 April 1952 and became applicable on 1 September 1952. To ensure conformity with certain provisions of Anuex 15 -Aeronautical InJorwation Sevvices, the Council on 22 Febuary 1956 approved Ameridment 7 tr Annex 11. This amendment related solely to the guidance material ill At- tachment B. Eowever, oll 26 June 1961, the Council approved Amendnlct 11 to Alliex 11. Third Edition. - The third edition icorporated provisions arising from the recommendations of the Second Air Navigation Corference Montreal, August-September 1955 which resulted in Amendment 8 being adopted by the Coullcil 011 11 May 1956. This became effective on 15 September 1956 and .applicable on 1 December 1956. Fourth Edition.-The present editioll incorporates provisiois arising from tlie reconllnendations of the Rules of the Air, Air Trafic Services and Search and Rescue Divisions hlontreal, October- November 1958 which resulted iib Amendmet 9 being adopted by the. Applicability - - The Standards and Recommended Practices in this document, togctler with the Starlards i11 Annex 2, govern tbe application of tlc "Procedures for Air Navigation Services - Rules of the Air and Air Traffic Services" and the "Re- gional Supptementary Procedures - Rules of the Air and Air Trafic Services", in which latter document will be found subsidiary procedures of regional appli- cation. Annex 11 pertairis to the establislment of airspace, units and services necessary to lromote a safe, orderly and ex- peditious flow of air traffic. A clear distinction is made between air traf5c solitrol service, flight iilformation service and alertitlg service. Its purpose, to- gether with Annex 2, is to ellsure that flying on international air routes is car- ried .out irrrder uniform colditiuns' de- signed to iniprove the safety and effi- ciency of air operaLiotrs. The Staidards and Recomnlelded Practices in Annex 11 alipy in those 5 parts of the airspace under the juris- dictiol of a Contracting State wherein Air Trafic Services are providcd and also wllerever a Coutracling State ac- cepts the respolsihility of providillg Air Traffic Services over the high seas or in airspace of undetermined sovereignty. Use of the tc.r.vt oj the APII ir icltiorral rrgrlatiorzs The Council, on 13 April 1948, adopted a resotutiolr in- viting the attention of Contractig States to tlic desirability of .using ill their own national regulations, as far as practi- cable, tlre precise language of those ICAO Stmdards that are of a regulatory char- acter and also of ilirlicating departures from the Standards, including any addi- tional national regulatios that were im- portant for the safety or regularity of air nvjgatiol. Wherever possible, the provisiclts of this A111lex have been writtell ill such a way as woultl facilitate hcorwration, without maioc textual charges, into national legislatioll.
