FOREWORD Historical background In October 1945, the Rules of the Air and -4ir Traffic Control RAC Division at its first session made recom- mendations for Standards, Practices and Procedures for Air Traffic Control. 'Chese were reviewed by the then Air Navigation Committee and approved by the Council on 25 February 1946. They were published as "Recommendations for Standards, Practices and Procedures - Air Trafic Control" in the second pal-t of Doc 2010-RAC/104, published in Feb- ruary 1946. The RAC Division, at its second ses- sion in December 1946 - January 1947, reviewed Doc 2010-RAC/l04 and pro- posed Standards and Recommended Practices for Air Trafic Control. It did not appear possible, however, to finalize those Standards prior to basic principles being established by the KAC Division for the organization of the relevant scr- vices. These were established by thc RAC Division at its third session in April- May 1948 and a draft Annex was therc- after submitted to States. This was adopted by the Council on 18 May 1950, Dursuant to Article 37 of the Conven- tion on International Civil Aviation Chicago, 1544 and designated as An- nex 11 to the Convention with the title "International Standards and Recom- mended Practices -Air Traffic Serviccs". It became effective on 1 October 1950. This new title - Air Traffic Serviccs - was preferred to the title Air Tmfic Cowtrol, in order to niakc it clear that air traffic control service was a part of the services covered by Annex 11, to- gether with flight information service and alerting service. The fourth session of the RAC Divi- sion made a review of the Annex in November-December 1950. As a result of its recommendations, Amendments 1 to 6 inclusive to Annex 11 were adopted by the Council on 27 November 1951, becane effective on 1 April 1952 and became applicable on 1 Scptember 1952. To ensure conformity with certain grorisions of Annex 15 - Acrozaziticnl Irfornqotiort Services, the Council on 22 February 1956 approved Amendment 7 to Annex 11. This amendment related solely to the guidance material in At- tachment B. However, on 26 June 1961, the Council approved Amendment 11 to Annex 11. This Amendment deleted the guidance material contained in Attach- ment B after it had been revised and transferred to the AIS Manual Doc 8126-AN/872. Tlzird Edition. - The third edition incol-porated provisions arising from the recommendations of the Second Air Navigation Conference Montreal, August-September 1955 which resulted in Amendment 8 being adopted by the Council on 11 May 1956. This became effectivc on 15 Scptember 1956 and applicable on 1 December 1956. Fourth Edition. - The fourth edition incorporated provisions arising from the recommendations of the Rules of the Air, Air Traffic Services and Search and Rescue Divisions Montreal, October- November 1958 which resulted in Amendment 9 bcing adopted by the Council on 8 Dccember 1959. This be- came effectivr on 1 May 1960 and ap- plicable on ,1 August 1960. Amendment 10 was adopted hy the Council on 2 1ecember 1960, became effective on 1 April 1961 and applicable on 1 July 1961. It incorporated provisions arising fron the work of the Panel for Co-ordinating Procedures Respecting the Supply of Information for Air Opera- tions Montreal, May - June 1955. Amendment 11 see last sentence of paragraph 5. Amendment 12 was approved by the Council on 15 December 1961. This amendment incorporated in Attachment D guidance material regarding the selection of designators for routes within con trolled airspace. Since the amendment related only to guidance material, no formal adoption was necessary and no considerations of dates of effectiveness and applicability were involved. Alnendment 13 was adopted by the Council on 13 April 1962, became effec- tive on 1 August 1962 and applicable on I Novenlber 1962. It incorporated changes to the provisions in Chagter 5 -Alerting Ssrvics. Amendment 14 was adopted by the Council on 19 June 1964, became effec- tive on 1 November 1964 and applicable on 1 February 1965. It introduced in Chapter 5 -Alerting Service - a re- quirement for other aircraft in the vici- lrity of an aircraft in a state of cmer- gency, to be informed of the nature of thc emergency. Fifth Editioa. - The fifth edition incor- porated major changes arising from the recommendations of the Rules of the Air and Air Traffic Services/Operations Divisional Meeting Montreal, 14 May - 11 June 1963, and a further change to the provision governing the application of vertical separation initiated by the Air Navigation Commission, which resulted in Amendment 15 being adopted by the Council on 17 March 1965. This became cffectivc on 29 March 1966 and applica- blc on 25 August 1966. Amendment 16 was adopted by the Council on 7 Junc 1967, became effective on 5 October 1967 and applicable 8 Feb- ruary 1968. It introduced changes to the provisions governing transfer of respon- sibility or control and control of air traffic flow, arising from Reconrmenda- tion 1/4 of the Fifth Meeting of the Air Traffic Control Automation Panel Mont- real, February-March 1966. Amendment 17 stemmed primarily from recommendations of the Fifth Air Naviga- tion Conference. It defined an "Air traffic services reporting office" and in- troduced, in Chapter 6, provisions govern- ing requirements for communications between such office and its associated ATS units. It also introduced changes in the provisions governing separation to be provided by clearances, scope of flight information service, communications for control of vehicles at aerodromes and ATS requirements for meteorological in- formation, information on aerodrome con- ditions and the operational status of navigational aids. Amendment 17 was adopted by the Coullcil on 23 January 1965, became effective on 23 May 1969 and applicable on 18 September 1969. Sixth Editioa. -The Sixth Edition incorporates Anlendment 18 which was adopted by the Council on 25 May 1970,
