FORE WORD Historical background I11 December 1946, tlic Searcli and Rcs- cue Division, at its second session, made recornmeridations for Standards ad Recornlnended Practices for Search and Rescue. These were developed by the Secretariat and the then existent Air Navigation Committee, and were duly submitted to the Council. The proposals were not accepted by tlie Council in the form in wliich they were presented and, on 20 April 1748, were referred back to the Air Navigation Committee for further coilsideration. A furtler draft Annex was then developed in the light of experience gained at Regional Air Navigatioi hfcet- ings and eventtially was approved in principle by the Air Navigation Com- mission and circulated to States for com- ment. Further developnent was made by the Air havigation Coinmission as a result of States' comlnents and the res- ulting proposals were adopted by the Council 011 25 May 1950 and designated as Annex 12 to the Convention on Inter- national Civil Aviation. The Annex be- came effective 011 1 Dcccmbcr 1950 md cxnc irrto force on I. March 1951, At its third scssion, held in Septcm- ber 1951, the Searcli and Rescue Division made recommendations for amndmcnts to the Annex. Thcse were revicwed by the Air Navigation Commission and trxnsrnitted to Contractitlg States for conmcnts in October 1951. These rec- ommendations were asaitl reviewed by the Air' Navigation Commission, during February 1952, after tlie receipt of States' comments and were adoptcd by the Council as Amendment 1 to the Aniicx on 31 March 1952, became cffect- ive on 1 Septewber 1952 and became applicable on 1 January 1953. Third Edition. - Thc third edition incorporated provisions arising from the recommendations of the Sccond Air Navigation Confcrcnce Montreal, Au- gust-September 1955 which resulted in Amendment 2 being adopted by the Council on 8 May 1956. This became effective on 1 Sgtcmber 1956 atld ap- plicable on 1 December 1956. Applicability The Standards and Recoluinended Practices in this document govern the application OE tle "Regional Supplernent- al-y lncedures --- Scarch and Rescue", contained irl Doc 7030, in which clocu- mcnt will be found subsidiary procedures of reional application. Annex 12 is applicable to the establish- ment, maintenance and operation of search and rescue services in the ter- ritories of Contracting States and over neighhotring seas, and to the coordina- tion 01 such services with those of neighborring States. Use of the text of the Anncz in nntional regulations The Conncil, on 13 April 1948, adopted a resoltltion inviting the attention of Contracting States to the desirability of using in their own national regulations, as far as practicable, the precise langrragc of those ICAO Standards that are of I regulatory character and also of indicat- ing departures from the Standards, in- cluding any additioilal national rcgula- tions that were important for the safcly or regularity of air navigation. Whcr- ever possible, the provisions of this An- nex have been written in such a way as woild facilitate incorporatioti, with- out major textual changes, into national legislation.
