AMENDMENT 19 to the International Standards and Recommended Practices AERONAUTICAL INFORMATION SERVICES Annex 15 to the Convention on International Civil Aviation 1. FOREWORD Historical Background Standards and Recommenclecl Practiccs for Aeronautical Tnformation Services were first adoptcd by the Coulcil on 15 May 1953, pursuant to the provisiorls of Articlc 37 ol the Convention on Intcratiolal Civil Aviation Chicago 19441, ancl \\-ere designated as Annex 15 to the Conveltion. Annex 15 as now presrntetl has under- gone the following development. The first requii-ements \\-ere developed by the Air Navigation ColuiTuiittee as a result of recornmelldations of Regional Air Navi- gation Meetings, ant1 were publisherl by authority of the Council as Procedures for International Notices to Airmen PANS-NOTAM, PICA0 Doc 2713 in January 1947. In 1040, the Special NOTAhl Meeting reviccved and proposed amenrlments to these procedures wl-rich were later ,issued as "Procedures for Air Navigation Services PANS-AIS, Doc 7106" and \vhich became applicable on 1 12ugust 1951. In 1952, the PANS-AIS \ere reviewed by the First Session of the Aeronautical Information Serviccs Division cvhicl recoinmendecl the acloption of Standards and Recorniended Practices. Fo1loaing consideration by all Coitract- ing States, these recornmendations were reviccvcd by the Air Navigation Corn- nission and ihe first set of Standards and Recommended Practices was adopted by the Council on 15 May 19.53 as Annex 15 to the Convention. This Annex becalve applicable on 1 April 1954. Following the usual consultation with States, fire minor anendments to thc Annex were subsecluently adopted or approved by thc Council. Amenclilents 1, 2 and 5 were of an editorial nature, and designed to maintain consistency .in termitology with developmenis in other ICAO fields. Ameldments 3 and 4 dealt respectively with the definition and identification of prohibited, restricted and danger areas, and explanatory notes on the application of such definitions. At the Meeting of the Aeronautical Inforlnatioll Services and Aeronautical Charts Division in April-May 1959 the Standards and Reconnlelded Practices were subjected to a conlplete review which resulted in a number of reconnendations for amcnclmcnt. In the main, thcse were directed to\\,arrls a clarification and strengthening of the Annex, giving the status of Standards or liecornmended Practices to the detailcd colrtents of Aerotautical Information Publications, developinelt of slecifications for Informa- tion Circulars, and the deletion of certain guidance material considcrcd lnore appropriate to an XIS Manual. On the imsis of coll.illents of States, thcsc rccom- mendations were rerie\ved by the Air Navigation Commission and the resulting matcrial \\as adopted/approvcd by the Council 'as .\mendment 6 011 20 June 1960 and Amenrlment 7 on 2 Decelnber 1960. On 25 March 1964 ihe Council adopted Anentlment 8 tvlricl introdtlccd into Chapter 5 a new procedure for the contl-ol and regulation of amendments to acronautical information and removed fro111 the Arlnex the "NOT.4h.I Code" and "Ahbrcviations for nse by Aeronau- tical Information Services". The latter stemmed iron1 action of the Coulcil in approx-ing the estallishi-uent ol a new doclmelrt to coitain ICAO Ahbreviatiois and Codes, Doc 8400. Minor amendments were also made to Appendix 1. Amend- nrbnt 8 1ecame applicable 011 1 November 1964. Amendment 9, vhich consisted of changes to the definitiolls for danger area, prohibited area and restricted area, and collsequetlt amendment of the associated guidallce material Attach- ment A, stemming fro111 action of the RAC/OPS Meeting 1963, was adopted on 10 December 1965 and becarme applic- able on 25 August 1966. The Aeronautical Information Services and Aeronautical Charts Divisional Meet- ing 1966 further clarified, strengthened and brought up to datc the provisions of the Annex, introduced specifications for SIIOW Plan notifications and a defini- tion and Pro for111cr for SNOWTAM revised the specifications for the text of NOTAM given Class I distribution, the content of AIP, and the identification and delineation ol restricted airspace to accord with operational needs and changing concepts in related fields and raised the specifications for Aeronautical Info-mation Circulars to the status of Standards. Thc Meeting also recommended the deletion of Appendix 2, specifications as to thc sheet size of NOTAM Class 11, and Attachment A as being guidance inaterial more appropriate to the AIS Manual. 011 the basis of comments of States, these recommclldations were re- viewed by the Air Navigation commission and the resulting material, adopted by the Coucil as Amendment 10 on 13 June 1967, became effective on 8 October 1967 aild applicable on 8 February 1968. The Fifth Air Navigation Conference 1967 recommended a more detailed dclineaton of the information to bc made available through the gre-flight informa- tion service ant1 the publication of in- formati011 on runway visual range sys- tems This material Amendment 11 was atlo1ted by the Council on 23 January 1969, became effcciive on 23 May 1969 aid applicable on 18 September 1969. Anendment 12 reflects recommenda- tions of the Sixth Air Navigation Con- ference 1969 which were designed to clarify and extend the specifications con- cerning the publication of information on air traffic services systems, .a. with reference to reporting points and mini- mum flight altitudes. It also provides, by transfer of the substance of a Regional Supplencntary Procedure, for promulga- tion by NOTAM of information con- ccrning the conduct of search and rescue operatiors of substantial duration., This material was adopted by the Council on 15 May 1970, became effective on 15 Septeniber ,1970 and applicable on 4 February 1971. Amendment 13 reflects recommenda- tions of thc AIS/MAP Divisional Meet- ing 1966 resulting in the introduction on a world-wide basis of a predetermined distribution system of NOTAM Class I and the clarification of the specifications for composition of NOTAM, and of the Sixth Air Navigation Conference concern- ing the publication of more detailed in- formation on aeronautical meteorological facilities and services available for inter- national air navigation. This material was adopted by the Council on 19 March 1971, became effective on 6 September 1971 and applicallle on 6 January 1972.
