They became effective on 15 September 1948. The Standards and Recommended Practices were based on recommendations of the Special Session of the Meteorology Divi- sion, held in September 1947. Amendments 1 to 21 to these Standards and Recom- mended Practices became applicable on 1 January 1949, when the International 'Meteorological Organization introduced new meteorological figure codes. A further series of Amendments, numbered 22 0 3'1, became applicable on 1 January 1952, prinarily providing for the use of plain language and introducing a simplified code for flight conditions in air-reports. Amendments 38 and 39, arising out of recommendations of the First Air Naviga- tion Conference and related to the intro- duction of the radiotelephony or radio- telegraphy form AIREP and a revised radiotelegraphy form of POMAR Code for air-reports. became applicable on 1 Sep- tember 1954. The introduction by the World Mete- orological Organization of a new set of numerical meteorological codes on 1 January 1955 finally caused Amendment 40 to be applied as from 1 January 1955. By this amendment all numerical mete- orological codes heretofore contained in the Annex as Standards, except the POMAR Code, were eliminated as a result of arrangements concluded with the World Meteorological Organization. Amendment 40 further authorizes the use in interna- tional air navigation of the new mete- orological codes promulgated by WMO for application by 1 January 1955. This third edition of Annex 3 incorpo- rates all amendments up to and including Amendment 40. Applicability The application of the Standards con- tained in this document, by all Contract- ing States, is necessary whenever mete- orological information is transmitted for aeronautical purposes.
