Canadian airworthiness directives ADS are drafted in a standard format, in accordance with Department of Transport internal instructions. Dependent upon the urgency of the matter, the directive is issued either by mail or is preceded by a telegram. 2. Methods for informing Canadian aircraft owners and Foreign States of Registry are as follows a Canadian Owners - Canadian ADS - Canadian Airworthiness Directives are normally distributed by mail to all applicable owners. In the event of an urgent Directive, the applicable owners are notified by telegram. A summary of ADS recently distributed is published in "Notices to Aircraft Maintenance Engineers and Aircraft Owners" for distribution to all addressees on the appropriate mailing list. - Foreign ADS - Airworthiness Directives with short compliance times received from foreign airworthiness authorities and which are applicable to aircraft registered in Canada are normally reproduced and mailed to the applicable owners. Foreign emergency ADS received by message are normally transmitted to the applicable owners by message or telex. A summary of foreign ADS recently received by the Department is published periodically in "Notices to Aircraft Maintenance Engineers and Aircraft Owners".
b Foreign States of Registry - Canadian airworthiness directives are sent to the airworthiness authority of every foreign State of Registry in which models of Canadian manufactured aircraft are known to be registered, preceded by an advance text by telegram if the urgency warrants. 3. A consolidated Summary of Canadian Airworthiness Directives currently , applicable in Canada is provided in the Transport Canada publication "Engineering and Inspection Manual - Part 111 - Summary of Airworthiness Directives" Catalogue No. T51-2/3 which is brought up to date annually. This publication may be purchased from DSS Publishing Center, Supply and Services Canada, Ottawa, Ontario, Canada, KIA OS9. Airworthiness authorities of Foreign States of Registry may obtain a complimentary copy on request from Transport Canada, Attn LIA/L, Ottawa, Ontario, Canada, KIA 0218. On page 37, insert the following in the appropriate place PHILIPPINES 1. The method for the issuance of airworthiness directives is as follows a Mandatory modifications and inspections to ensure continuing airworthiness are issued in the form of airworthiness direc- tives. They are distributed free to owners/operators of aircraft affected. b The airworthiness directives are based upon 1. Manufacturer's mandatory service bulletins 2. An airworthiness directive or its equivalent, issued by the Airworthiness Authority of the foreign manufacturer of aeronautical equipment 3. Findings and recommendations of national or foreign Civil Aviation Agency and/or Aircraft Accident Investigation Board and 4. Experience obtained in the operation and maintenance of civil aircraft. 2. Methods of informing the States of Registry, aircraft owners/operators and Certificated Repair Station are as follows a For the Republic of the Philippines' manufactured aircraft exported abroad, the airworthiness directives are forwarded to the aviation authorities of the States where the aircraft is registered.
b Aircraft owners/operators and repair station receive airworthiness directives by mail or advance not if ication by telegram if inmediate compliance is required. 3. The publications in which airworthiness directives are to be found include a Bi-weekly Airworthiness Directive Publications b Summaries of Airworthiness Directives - Compilation of all airworthiness directives issued amally on subscription basis. They are available from Flight Safety Division Civil Aeronautics Administration Manila International Airport Pasay City, Metro Manila Philippines 6. On page 40, replace the existing entry for the UNITED KINGDOM by the following UNITED KINGDOM General The method of issuing Airworthiness Directives or their equivalent is described in CAA Airworthiness Notice No. 36 reproduced as Attachment A. Products constructed in the United Kingdom 2 Where mandatory modifications or inspections are required in respect of products of United Kingdom manufacture, mandatory status is given to the appropriate Bulletin or Service News Letter. Such mandatory status is established prior to publica- tion by consultation between the CAA and the Manufacturer. The Manufacturer material contains an endorsement identifying that the CAA agrees the mandatory status. 3. The Authority requires the Manufacturer to distribute this information to all known operators of the aircraft or users of the product and to all Airworthiness Authorities to whom those persons are responsible. 4. The publication in which summaries of individual directives are to be found is entitled "Mandatory Aircraft Modifications and Inspections Summary". A copy of. this Document has been supplied free of charge tc every Airworthiness Authority throughout the world of whom the Civil Aviation Authority has knowledge. Amendments are regularly sent to Authorities on the same basis.
