The Council at the twelfth Meeting of its Seventeenth Sesaf on on 7 November 1952 1,1 - approved Amendment No, 1 to Doc .44-FC/501/1 Procedures for air Navigation Services - Rules of the Air and Air Traffic Services, to supersede Section 3 of Chapter 4 of the PANS-RAC, as follows f Mar rocedures for use f n connectf on with aroach control servf ce if Phraseoloies fn English for use in connection with radap controlled amroachesj 12 - decided that the procedures and phraseologies in mendme'nt Noo 1 should f supersede Seeti on 4 of Chapter 4 of Doe -RA/501/1, pages 93 to 86 fnclusive as far as phraseologies are concerned, this means that they should be used whenever the languages normally used by the aircraft statfon and that of the station on the ground df ffer, as well as when Englf sh is their normal common language, and f i be implemented as soon as possible, the date of implementation -at a given localfty being decided by the State concerned. 2. The procedures in Section 4 of Amendment Noo 1 are the procedures for use In eonnectf on with approach control service, as previously contained in Section 3 of Chapter 4 of the PAS-KAC Doc -FU/501/1, with the

Tbi s requi red some redraftig, however, but no changes of substance were made, except for paragraph 4,17.4.1,1 previously paragraph 4,16 .4,2,1, in which the method of identification of aircraft under radar control was changed with the specific approval of Council, after enquiry of States. Otherwise, action was as follows i The text precedi ng the phraseology was speciff cally worded as a procedure fn these cases the phraseology was deleted, or merged with the text, as necessary, to make the procedure complete if The text preceding the phraseology was not specifically worded as a procedure but it was felt desirable to have the subject matter covered by a procedure in these cases the text was re- worded as a procedure and the phraseology was deleted iif The text preceding the phraseology did not fulfill any other purpose than to introduce sames in these cases the whole paragraph was deleted. 4 o The phraseologies in Section 4 of Amendment No, 1 were developed primarily for use when the languages normally used by the aircraft station and the ground station differ, in accordance with Recommendation No, 97 of the Fourth Session, Communications Division, using principles outlined in Recommendation No, 95, which prescribed, inter alia, that the English language 1 should be the interim basis for the development of the requisite phraseologies, Hence, the phraseologies are presented in a different format from that of other phraseologies in the PANS-RAC. This will permit the meaning of the phraseo- logy or the procedure 'it covers to be indicated concisely f n the primary language of the user, whilst the phraseology itself will appear in English only in the three editions, However, the Council noted that radar controlled approaches may be conducted in a language other than English when both the aircraft statf on and the ground station normally use another language, and re commended that, to facilitate training and day to day work, States that require a set of phraseologies for radar controlled approaches in a language other than English should endeavour to make such phraseologies to the greatest possible extent parallel to those in thf s Amendment, 3 o1 It should be noted that the phraseologies herein reflect the GCA procedures used fn several countries and as complete uniformity in procedure has not yet been established, there may not be a need to employ all phraseo- logies shown herefn but only those which are called for by the procedures in effect in a particular country. It is imortant to recognize that the phraseologies are not intended to prescribe procedures but rather to provide ndi ot,elenho.v3r phrascs nnl-j.cble .in any given set of procedures .
