AMENDMENT 20 to the International Standards and Recommended Practices AIR TRAFFIC SERVICES AIR TWF'IC CONTROL SERVICE FLIGHT INFORMATI ON SERVICE ALERTING SERVICE Annex 11 to the Convention on International Civil Aviation 1. Historical backgound In October 1945, the Rules of the Air and .4ir Traffic Control RAC Division at its first session made recom- mendations for Standards, Practices and Procedures for Air Traffic Control. These were reviewed by the then Air Navigation Committee and approved by the Council on 25 February 1946. They were published as "Recommendations for Standards, Practices and Procedures - Air Traffic Control" in the second part of Doc 2010-RAC/104, published in Feb- ruary 1946. The RAC Division, at its second ses- sion in December 1946 - January 1947, reviewed Doc 2010-RAC/104 and pro- posed Standards and Recommended Practices for Air Traffic Control. It did not appear possible, however, to finalize those Standards prior to basic principles being established by the RAC Division for the organization of the relevant ser- vices. These were established by the RAC Division at its third session in April- May 1948 and a draft Annex was there- after submitted to States. This was adopted by the Council on 18 May 1950, pursuant to Article 37 of the Conven- tion on International Civil Aviation Chicago, 1944 and designated as An- nex 11 to the Convention with the title "International Standards and Recom- mended Practices - Air Trofic Services". It became effective on 1 October 1950. This new title -Air Tmfic Scrvices - was referred to the title Air Trafic Control, in order to make it clear that air traffic control service was a part of the services covered by Annex 11, to- gether with flight information service and alerting service. The fourth session of the RAC Divi- sion made a review of the Annex in November-December 1950. As a result of its recommendations, Amendments 1 to 6 illclusive to Annex 11 were adopted by the Council on 27 November 1951, llecame effective on 1 April 1952 and became applicable on 1 September 1952. to Annex 11. This amendment related solely to the guidance material in At- tachment R. However, on 26 June 1961, the Council approved Amendment 11 to Annex 11. This Amendment deleted the guidance material contained in Attach- ment B after it had been revised and transferred to the AIS Manual Doc 8126-AN/872. Third Edition. -The third edition incorporated provisions arising from the recommendations of the Second Air Navigation Conference Montreal, August-September 1955 which resulted in Amendment 8 being adopted by the Council on 11 May 1956. This became effective on IS September 1956 and applicable on 1 December 1956. Fottrth Editiort. - The fourth edition incorporated provisions arising from the recommendations of the Rules of the Air, .Air Traffic Services and Search and Rescue Divisions Montreal, October- Novemher 1958 which resulted in Amendment 9 being adopted by the Council on 8 December 1959. This be- came effective on 1 May 1960 and ap- plicable on 1 August 1960. Amendment 10 was adopted by the Council on 2 December 1960, became effective on 1 April 1961 and applicable on 1 July 1961. It incorporated provisions arising from the work of the Panel for Oo-ordinatkg Procetlures Respecting the Supply of Information for Air Opera- tions Montreal, May-June 1959. Amendment 11 sec last sentence of paragraph 5. Amendment 12 was approved by the Council on 15 December 1961. This amendment incorporated in Attachment D guidance material regarding the selection of designators for routes within con- trolled airspace. Since the amendment related only to guidance material, no formal adoption was necessary and no considerations of dates of effectiveness and applicability were involved. Amendment 13 was adopted by the Council on 13 April 1962, became effec- Amendment 14 was adopted by the Council on 19 June 1964, became effec- tive on 1 November 1964 and applicable on 1 February 1965. It introduced in Chapter 5 -AIertizg ,Scrz,ice -a re- quirement for other aircraft in the vici- nity of an aircraft in a state of emer- gency, to he informed of the nature of the emergency. Fifth Editiow. - The fifth edition incor- porated major changes arising from the recommendations of the Rules of the Air and Air Traffic Services/Operations Divisional Meeting Montreal. 14 May - 11 June 1963, and a further change to the provision governing the application of vertical selaration initiated by the Air Navigation Commission, which resulted in Amendnlellt 15 being adopted by the Council on 17 March 1965. This became effective on 29 March 1966 and applica- ble on 25 August 1966. Amendlnent 16 was arloptecl Ily thc Council on 7 June 1967, becamc effective on 5 October 1967 and applicable 8 Feh- ruary 1968. It introduced changes to the provisions governing transfer of respon- sibility for control and control of air traffic flow, arising from Recommenda- tion 1/4 of the Fifth Meeting of the Air Traffic Control Automation Panel Mont- real, February-March 1966. Amendment 17 stemmed primarily from recommendations of the Fifth Air Naviga- tion Conference. It defined an "Air traffic services reporting office" and in- troduced, in Chapter 6, provisions govern- ing requirements for communications between such ofice and its associated ATS units. It also introduced changes in the provisions governing separation to be provided by clearances, scope of flight nformation service, communications for control of vehicles at aerodromes and ATS tequirements for meteorological in- formation, information on aerodrome con- ditions and the operational status of navigational aids. Amendment 17 was adopted by the Council on 23 January 1969, became effective on 23 May 1969 and applicable on 18 September 1969.
