It introduced changes to the jrovisions govcrning transfer of respoll- silility for control and control of air traffic flow, arising from Xecommenda- lion 1/4 of the Fiftlz Meeting of the Air Traffic Colitrol Autonlation Panel Mont- real, Fehl-uary-March 1966. Amendment 17 stemmed primarily from recommendations of the Fifth Air Naviga- tion Conference. It defined an "Air trafic services reporting' office" and in- troduced, in Chapter 6, provisions govcrn- ing requirenients for communications between such oftice and its associated ATS units. It also introduced changes in the provisiols governing separation to be provided by clearances, scopc of flight information service, communications for control of vehicles at aerodrosles and A'l'S requirements for lneteorological in- lormatioi, information on aerodrome con- ditions and the operational status of navigational aids. Amendment 17 was adopted Ijy the Council on 23 January 1969, became eflective on 23 May 1969 and applicable on 18 September 1969.
