Attachment A Paragraph 2. 2 of Attachment A to Annex 11 implies that a control zone is required at any aerodrome used by IFR traffic, regardless of the provisions of paragraph 2. 4 of Annex 1 1 . At sow-e locations, where there is no control zane, the United States had approved instrument approach procedures to meet the requirement oi local airline operations. The nazure of these local operations, the density of air traffic, and meteorological conditions generally prevailing do not justify the designation and maintenance of a control zone. Ir- other respects the United States comlies with Annex 11, Chapter 2, paragraphs 2.'1. 1, 2.4, 2.5, and 2. 7.
