Historical Background In December 1946, the Search and Rescue Division, at its second session, made recommendations for Standards and Recommended Practices for Search and Rescue. These were developed by the Secretariat and the then existent Air Navigation Committee, and were duly submitted to the Council. The proposals were not accepted by the Council in the form in which they were presented and, on 20 April 1948, were referred back to the Air Navigation Committee for further consideration. A further draft Annex was then developed in the Light of experience gained at Regional Air Navigation Meetings and eventually was approved in principle by the Air Navigation Commission and circulated to States for com- ment. Further development was made by the Air Naviga- tion Commission as a result of States' comments and the resulting proposals were adopted by the Council on 25 May I950 and designated as Annex 12 to the Convention on International Civil Aviation. The Annex became effective on 1 December 1950 and came into force on 1 March 195 1. At its third session, held in September 19 5 1, the Search and Rescue Division made recommendations for amend- ments to the Annex. These were reviewed by the Air Navigation Commission and transmitted to Contracting States f3r comments in October 1951. These recommenda- tions were again reviewed by the Air Navigation Commis- sion, during February 1952, after the receipt of States' comments and were adopted by the Council as Amend- ment 1 to the Annex on 31 March 1952, became effective on 1 September 1952 and became applicable on 1 January 1953. Third Edition. - The third edition incorporated provi- sions arising from the recommendations of the Second Air Navigation Conference Montreal, August-September 1955 which resulted in Amendment 2 being adopted by the Council on 8 May 1956. This became effective on 1 Sep- tember 1956 and applicable on 1 December 1956. Amendment 3 originating from a proposal of the Third Air Navigation Conference Montreal, September-October 1956 for amendment of Annex 6 Amendment 140 to Annex 6, Chapter 6 refers was adopted by the Council on 13 June 1957. The amendment became effective on 1 Octo- ber 1957 and applicable on 1 December 1957. Fourth Edition. - The fourth edition incorporated provisions arising from the recommendations of the Rules of the Air, Air Traffic Services and Search and Rescue Divisions Montreal, October-November 1958 which resulted in Amendment 4 being adopted by the Council on 8 December 1959. This became effective on 1 May 1960 and applicable on 1 August 1960. Amendment 5 was adopted by the Council on 13 April 1962. This amendment incorporated into Attachment A certain changes to the extracts from Annex 11 - Air Traffic Services - presented therein, to accord with an amendment to the provisions in Annex 11, Chapter 5 - Alerting Service, adopted by the Council on the same date. The Council. authorized incorporation of this material on 1 November 1962, the date when the amendment to Annex 11 became applicable. Amendment 6 was approved pursuant to the Council's adoption of Amendment 4 to Annex 9 - Facilitation and was applicable on 1 July 1964, the date of applicablity of the said amendment to Annex 9. It incorporated changes to the excerpt from Annex 9 given in the Note to paragraph 2.1 of Cliapter 2 of this Annex. Amendment 7 was adopted by the Council on 19 June 1964, became effective on 1 November 1964 and applicable on 1 February 1965. This amendment incorporated certain changes to the provisions of Chapters 3, 4 and 5 regarding the alerting of surface vessels and en-route aircraft to assist an aircraft in distress. It accorded with an amendment to the provisions in Annex 11, Chapter 5 - Alerting Service, adopted by the Council on the same date. Amendment 8 was approved by the Council on 10 December 1965. It introduced an editorial change to a paragraph of the introductory Note to Chapter 3 to accord with the International Convention for the Safety of Life at Sea, 1960, which came into force on 26 May 1965. Pursuant to the Council's adoption of Amendment 15 to Annex 11 - Air Traffc Services, it also introduced changes to the extracts from Annex 1 I given in Attachment A. The Council authorized incorporation of these changes on 25 August 1966, the date when Amendment 15 to Annex 1 1 became applicable. Fifth Edition. - The fifth edition incorporated Amend- ment 9 which was adopted by the Council on 25 May 1970, became effective on 25 September 1970 and applicable on 4 February 1971. It originated from a review of the Regional Supplementary Procedures and comprises material from such procedures of world-wide, or near world-wide, applicability considered suitable and sufficiently mature for Annex material. The provisions affected are primarily those concerning co-operation between Contracting States relating to entry into their territories of rescue units of other Contracting States, provision of servicing and refuel- ling facdities for the equipment of such units and also testing SAR communication facilities and requests for assistance in SAR operations from aircraft, ships, coastal stations and other services not specifically included in the detailed plans of rescue co-ordination centres for the conduct of such operations. Amendment 10 was adopted by the Council on 11 December 1972, became effective on 11 April 1973 and applicable on 16 August 1973. It introduced, in Chapter 3, provisions prescribing the carriage of the International Code of Simals by search and rescue aircraft and requiring such ANNEX 12
