FOREWORD Historical background Standards and Recommended Practices relating to meteorology were first adopted by the Council on 16 April 1948, pur- suant to the provisions of Article 37 of the Convention on International Civil Aviation Chicago 1944, and designated as Annex 3 to the Convention with the title "Standards and Recommended Prac- tices -Meteorological Codes". They be- came effective on 15 September 1948. The Standards and Recommended Prac- tices were based on recommendations of the Special Session of the Meteorology Division, held in September 1947. They were amended, when the International Meteorological Organization introduced new meteorological figure codes on 1 January 1949 Amendments I to 21 inclusive. Later, provisions for the use of plain language and a simplified code for flight conditions in air-reports be- came applicable on 1 January 1952 Amendments 22 to 37. Recommendations of the first Air Navigation Conference led to the intro- duction in the Annex of the rdiotele- phony or radiotelegraphy form AIREP and a revised radiotelegraphy form of POMAR Code for air-reports, applicable from 1 September 1954 Amendments 38 and 39. On 1 January 1955, the World Me- teorological Organization introduced a new set of numerical meteorological codes replacing those theretofore contained in the Annex, except the POMAR Code. A further amendment to the Annex re- sulted, which authorized the use in in- ternational air navigation of these new meteorological codes as from 1 January 1955. As a result of arrangements con- cluded with the World Meteorological Organization, the symbolic forms of these new codes and their specifications were not reproduced in the Annex as Standards and Recommended Practices Amendment 40. Fourth edition. - Amendment 41 was adopted by the Council on 1 April 1955. By this amendment, provisions arising from recommendations of the Fourth Session of the Meteorology Division Montreal, June-July 1954 were incor- porated, resulting in a substantial ex- pansion of the contents of Annex 3. For the first time, Standards and Recom- meqded Practices were incorporated in the Annex to govern the obligations of Contracting States relating to the estab- lishment of a meteorological organization in each State, adequate to satisfy Ar- ticles 28 and 37 of the Convention. The character of these new Standards and Recommended Practices required the title of the Annex to be amended to read "Annex 3 - International Standards and Recommended Practices - Meteorology". Amendment 41 became applicable on 1 January 1956. In adopting Amendment 41, the Coun- cil recognized that the provisions of the Annex with respect to meteorological information are subject to the under- standing that the obligation of a Con- tracting State is for the supply, under Article 28 of the Convention, of meteor- ological information and that the respon- sibility for the use made of such informa- tion is that df the user. By Amendment 42, the detailed speci- fications for the method of determina- tion of the position in the AIREP and POMAR forms of air-report were sim- plified, in accordance with a recom- mendation of the Second Air Navigation Conference August-September 1955. Amendment 42 became applicable on 1 December 1956. given in Attachments B and C respec- tively, corresponding to the changes in air-reporting procedures , introduced by Amendment 4 to the PANS-RAC. In particular, the cloud reporting specifica- tions for the AIREP form of message were modified, in consequence of the elimination of "Flight conditions" from Section 1 of AIREP, as a result of adoption of Amendment 44 to Annex 3. Amendment 45 became applicable on 1 August 1960. Amendment 46, which was approved by the Council on 8 June 1960 and became applicable immediately, incorporated in Attachment A the amendments to the aeronautical meteorological figure codes introduced by WMO on dates up to and including 1 January 1960. Fifth edition. - Amendments 47 and 48 arose from the recommendations of the Fifth Session of the Meteorology Divi- sion Montreal, September 1959. Amend- ment 47 changed the procedures for air- craft meteorological observations and re- ports, in particular modifying those for special observations, introducing addi- tional observations and deleting the POMAR form of report. It also elimi- nated flight meteorological watch and in- troduced en-route forecast service, sup- plementing area meteorological watch when necessary, and amended the stan- Amendment 43 was adopted by the dard relating to the provision of informa- Council on 13 June 1957. By this amendment, which resuted from recom- mendations of the Rules of the Air, Air Traffic Services and Search and Rescue Divisions Montreal, October-November 1958, changes were made in the list of elements contained in Section 1 Position report of the AIREP form of air- report. It became effective on 1 May 1960 and applicable on 1 August 1960. Amendment 45 was approved by the Council on 18 February 1960. By this amendment, which also resulted from recommendations of the Rules of the Air, Air Traffic Services and Search and Rescue Divisions Montreal, October- November 195, changes were made in the model AIREP and POMAR forms, 1961 and applicable on 1 July 1961. By Amendment 48, the model AIREP form, given in Attachment B, was re- placed by the amended model form which, by Amendment 1 to the PANS- RAC, Seventh Edition, was approved for inclusion in the PANS-RAC, At- tachment A, to reflect changes in pro- cedures for aircraft meteorological ob- servations and reports introduced into the PANS-RAC, Appendix 1, by the same amendment. Amendment 48 was approved by the Council on 2 December 1960 and became applicable on 1 July 1961. Amendment 49 was adopted by the Council on 8 April 1963, became effec- tive on 1 August 1963 and applicable
