ForewordThismanualprovidesguidancefortheplanningandestablishmentofstolports,uniqueairportsdesignedtoserveaeroplanesthathaveexceptionalshort-fieldperformancecapabilities.While"stolport"and"STOLaircraft"havenotbeenpreciselydefinedbyICAO,itisrecognizedthatthecapabilityofcertainaeroplanestooperatesafelyinareasconstrainedbylimitedspace,restrictedterrainorboth,offerseconomicandsocialadvantagesprovidedtherearededicatedairportsavailable.Astolportisanairportwhosephysicalcharacteristics,visualandnon-visualaidsandtotalinfrastructurearecreatedtosupportsafeandeffectivepublicairtransportinandoutofdenselypopulatedurbanareasaswellastoandfromruralareaswithdifficultterrain.AsnoStandardsorRecommendedPracticesforstolportsexistinanyoftheICAOAnnexes,thismanualcoversalltheaircraftoperatingaspectsofstolportsexceptnon-visualnavigationaids.Theairportterminalbuildingandgroundsideoperationsarenotaddressed.ThematerialinthismanualisbasedonadaptationsofconventionalairportpracticesandontheexperienceofStatesthathaveoperatedstolportsorcompleteSTOLsystems.Itshould,however,benotedthatstolportspecificationsincludedhereinarenotapplicabletoaltiportswhichareconstructedinmountainousregions,thoughsomeoftheSTOLaircraftinusetodayaredesignedtooperatefromaltiports.Analtiportmaybedefinedasasmallairportinamountainousareawithasteepgradientrunway,usedforlandinguptheslopeandfortake-offdowntheslope,therebymakinguseofonlyoneapproach/departurearea.Ontheotherhand,thelongitudinalslopeofaSTOLrunwayisflatterthaneventhatprescribedforarunwaydesignedfortheoperationofconventionalaircraftandgenerallyhasapproachdepartureareasatbothendsoftherunway.Contemporary"short-field"aeroplanesfallintoarathernarrowrangewithrespecttosizeandperformance.Theguidanceinthismanualcaterstothatfact.ThefutureofcivilSTOLaircraftdevelopmentisuncertain,butshouldprogressinthisarealeadtolargeraeroplanes,arevisionofsomeofthematerialinthismanualwillberequired.Itisintendedthatthemanualbekeptuptodate.Futureeditionswillbeimprovedonthebasisofexperiencegainedandofcommentsandsuggestionsreceivedfromusersofthismanual.Therefore,readersareinvitedtogivetheirviews,comments,andsuggestionsonthisedition.TheseshouldbedirectedtotheSecretaryGeneralofICAO.iii
