This manual provides guidance on including cabin operations aspects within an effective State safety oversight system. It addresses the different aspects that a State should consider when establishing and strengthening its safety oversight system, to ensure it encompasses cabin operations aspects of commercial air transport as part of overarching safety management activities.

The manual also provides guidance on the effective implementation of critical elements of a State safety oversight system, applied specifically to cabin operations aspects. It addresses operator certification, the approval of documents and cabin crew training programmes, surveillance activities, as well as the resolution of safety issues related to cabin operations. It also addresses the cabin safety inspector (CSI) role within the State safety oversight system. The manual provides guidance on the conduct of inspections, the review and acceptance of safety risk assessments from operators on cabin safety-related issues, as well as the approval and surveillance of cabin crew competency-based training and assessment programmes
