The Standards and Recommended Practices were based on recommendations of the Special Session of the Meteorology Divi- sion, held in September 1947. They were amended, when the International Mete- orological Organization introduced new meteorological figure codes on 1 January 1949 Amendments 1 to 21 inclusive. Later, provisions for the use of plain language and a simplified code for flight conditions in air-reports became applicable on 1 January 1952 Amendments 22 to 37. On 1 January 1955, the World Mete- orological Organization introduced a new set of numerical meteorological codes re- placing those, theretofore contained in the Annex, except the POMAR Code. A further amendment to the Annex re- sulted, which authorized the use in inter- national air navigation of these new mete- orological codes as from 1 Janrlar-y 1955. As a result of arrangements coticluded with the World Meteorological Organi- zation, the symbolic forms of these new codes and their specifications, were not reproduced in the Annex as Standards and Recommended Practices Amendment 40. Fourth edition.-The present edition incorporates provisions arising from rec- ommendations of the Fourth Session of the Meteorology Division, which resulted in a substantial expansion of the contents of Annex 3. For the first time, Standards and Recommended Practices were in- coroorated in the Annex to govern the - obligations of Contracting States relating to the establishment of a meteorological organization in each State, adequate to satisfy Articles 28 and 37 of the Conven- tion. The character of these new Standards and Recommended Practices required the title of the Annex to be amended to read "Annex 3 - International Standards and Recommended Practices - Meteorology". The expanded Annex 3 became applicable on 1 January 1956 Amendment 41. In adopting Amendment 41, the Coun- cil recognized that the provisions of the Annex with respect to meteorological in- formation are subject to the understand- ing that the obligation of a Contracting

The amendment became effective on 1 October 1957 id will become applicable on 1 Tlecember 1957. Applicability The Standards and Recommended Practices in this document govern the application of the "Procedures for Air Navigation Services - Meteorology" and the "Regional Supplementary Procedures -MeteorologyM in which latter document will be found statements of regional choices, where such options are permitted by this Annex. The symbolic forms and detailed speci- fications of the aeronautical meteorological codes contained in Attachment A are considered adequate to serve the purpose of international standardization of the forms in which meteorological messages in numerical code forms are exchanged between grolnd stations and used for the communication of meteorological informa- tion from ground stations to aircraft. The information contained in this Attachment has been reproduced from the authorita- tive text promulgated by the World Mete- orological Organization in its Publication No. 9, TP. 4, Volume B. Action by Contraeting States Notification of difercws States were invited to notify the Organization before 1 November 1955, in a,ccordance with Article 38 of the Convention, of any differ- ences that will exist on 1 January 1956 between their national regulations and practices and the International Standards contained in the Annex as now amended. 'They were also invited to extend such notification to any differences from the Recommended Practices contained in the Annex and, further, to keep the Organi- zation currently informed of any sub- sequent differences or of the withdrawal of any previotrsly notified differqnces. Use of the text of the Annex in national regulations The Council, on 13 April 1948, adop.red a resolution inviting the atten- tion of Contracting States to the desir- ability- of using in their own national re- gulations, as far as practicable, the precise language of those ICAO Standards that are of a regulatory character and also of indicating departures frcm the Stand- ards, including any additionat nationat regulations that were important for the safety or regularity of air navigation. Wherever possible, the provisions of this Annex have been written in such a way as would facilitate incorporation, without major Textual changes, into national legislation. General information An Annex is made up of the following component parts, not all of which, how- ever, are xecessarily found in every An- nex they have the status indited 1. - Material comprising the Annex proper a Slandards and Recommended Pru- tkes adopted by the Council under the provisions of the Convention. They are defined as follows. Standard Any specification for phys- ical characteristics, configuration, ma- teriel, performance, personnel or proce- dure, the uniform application of which is recognized as necessary for the safety or regularity of international air naviga- tion and to which ContractinK States wil conform in accordance with the Convention in the event of imposui- bility of compliance, notification to the Council is compulsory under Article 38. Ruiommcnded Practuc Any specifica- tion for physical characteristics, con- figuration, materiel, performance, per- sonnel or procedure, the uniform application of which is recognized as desirable in the interests of safety, regularity or efficiency of international air navigation, and to which Contract- ing States will endeavour to conform in accordance with the Convention. b Appendices comprising material grouped separately for convenience but forming part of the Standards and Rec- ommended Practices adopted by the Council. c Definitions of terms used in the Stand- ards and Recommended Practices which are not self-explanatory in that they do not have accepted dictionary meanings. A definition does not have an independent status but is an essential part of each Standard and Recommended Practice in which the terrn is used. since a rhange in the meaning of the term would affect the specification. 2. - Material approved by the Council for publication in association with the Stand- ards and Recommended Prmtices a Forewords comprising historical and explanatory material based on the action of the Council and including an explana- tion of the obligations of States with regard to the application of the Standards and Recommended Practices ensuing from the Convention and the Resolution of Adoption. b Introduction comprising explanatory material introduced at the beginning of parts, chapters or sections of the Annex to assist in the understanding of the applica- tion of the text. c Notes included in the text, where appropriate, to give factual information or references bearing on the Standards or Recommended Practices in question, but not constituting part of the Standards or Recornmended Practices. d Attachments comprising material supplementary to the Standards and Recommended Practices, included as a guide to their apolication. The Standards and Recommended Practices.-Meteorology, being at1 Annex to the Convention, exist and are officially circulated in three languages Elglish, French and Spanish. Pursuant to Council action on 13 April 1948, each Contracting State is requested to select one of those texts for the purpose of national imple- mentation and for other purposes provided for in the Convention, either through direct use or through translation into its own national language, and to notify the Organization accordingly.
