These amendments were the result of recommendations made by the Fourth Session of the Airworthiness Division held in March/April 1951 and were incorporated in the third edition of Annex 8. Subsequent to the issue of the third edition of Annex 8, the Council adopted on 2 December 1952 Amendment No. 84 consisting of the insertion of a Standard and a Note at the beginning of 2.3 of Part 111. This amendment, which became effective on 1 May 1953, was the result of action taken by the Council on certain recommendations made by the AIR/OPS Committee on Performance that met during the Fourth Sessions of the AIR and OPS Divisions. - A new code of performance requirements has been under discussion by the Air- worthiness Division since its Second Ses- sion, and a Standing Committee has been set up to develop a new code. See Attach- ment A to this addendum. The Council recognized that the per- formance Standards applicable to Cate- gory A in Chapter 2 of this Annex are based on climb values which do not have the status of Standards, and also has recommended that some States adopt per- formance regulations based on the draft Standards and Recommended Practices developed at the AIR/OPS Meeting on Performance in September/October 1950 and amended during the Fourth Session of the Airworthiness Division in April 1951. The Council considered it to be desir- able that, pending the implementation of a complete performance code for Transport Category A aeroplanes, Contracting States refrain from issuing certificates in Category A to future aircraft. See Attachment A to this addendum. Amendment numbered 84 clarifies the applicability of the specifications under 2.3 of Part III and refers to Attachment A to this addendum. In Attachment A is presented a set of draft performance Standards and Recommended Practices prepared by the AI R/OPS Committee on Performance in Paris 19.50 and amended at the Fourth Sessions of the AIR and OPS Divisions in April 1951, which Contracting States may use as a basis for national performance regulations, pending the implementation of a complete internation- al performance code for Transport Cate- gory A aeroplanes.
