ICAO Circular 120 - N/89 C i The "Review of the General Concept of Separation" RGCS Panel at its Second Ivleeting, Montreal 2 - 19 October 1973, considered a comprehensive study on determination of separation minima for the spacing of parallel tracks in ATS route structures in a defined air traffic services environment. In its Recomendation 1/1 the Meeting recommended llThat material extracted from the documentation of RGCSP/2 and relating to methodology for the derivation of separation minima applied to the spacing between parallel tracks in ATS route structures be pnblished in a form that will facilitate its use by interested specialists.'l The Air Navigation Commission, acting under authority delegated by the Council, took the following action at the Sixth Meeting of its 75th Seesion, on 7 February 1974 ltApproved this Recommendation and requested the Secretary General to publish the material in the form of a Circ11la.r." In its Recommendation 1/2, the Panel also recommended "That , a the attention of States be drawn to the material recommended for publication in Recommendation 1/l above, and that b they be invited to take this material into account when considering the lateral spacing to be established between parallel tracks in their ATS route structuree The Air Navigation Oommission, at its Meeting mentioned above "Approved this Recomnendation and requested the Secretary General tobring it to the attention of States at the time the Circular to be publ4shed in accordance with Recommendation 111 is issued." This Circular is published to facilitate research and development in the field of aircraft separation, and by separate State letter, submission of suitable material for use by the RGCS Panel in its further work on this subject has therefore been invited. The Circular will also assist States in evaluating the progress so far achieved by the RGCS Panel in the derivation of separation minima for the spacing of parallel tracke. The RGCS Panel itself stressed that its results were preliminary in nature.
ii ICAO Circular 120 - AN/89 In any use that is made of the Circular, due regard must therefore be paid to the limitations stated in Section 1, paragraphs 3.2, 3.3, 3.4 and 4.2. With the exception of Section 1, which was prepared by the RGCS Panel itself at its Second Meeting, each Section of the Circular corresponds to an RGCSP/2 working paper, which has been reproduced with slight editorial modification. Their preparation was a co-operative effort, with individual papers originally having been prepared by the Eurocontrol Agency, the Netherlands1 National Aerospace Laboratory and the Civil Aviation Authority of the United Kingdom. The Report of the Second Meet of the Review of the General Concept of Separation IEGCS Panel, Doc 9089, RGCSP 9 2 1973. is published at the same time as this Circular and is available as a salable ICAO Document. This Circular is published under the authority of the Secretary General.
