ICAO Circular 120-AN18912 FOREWORD The "Review of the General Concept of separation" RGCS Panel at its Second Meeting, Montreal 2 - 19 October 1973, considered a comprehensive study on determination of separation minima for the spacing of parallel tracks in ATS route structures in a de- fined air traffic services environment. In its Recommendation 111 the Meeting recommended "That material extracted from the documentation of RGCSP/2 and relating to methodology for the derivation of separation minima applied to the spacing between parallel tracks in ATS route structures be published in a form that will facilitate its use by interested specialists." The Air Navigation Commission, acting under authority delegated by the Council, at the Sixth Meeting of its 75th Session on 7 February 1974, approved Recommendation 111 and requested the Secretary General to publish the material in the form of a Circular. Accordingly, Circular 120-AN189 was issued in 1974. At the request of the Commission, the Secretary General brought the material in the Circular to the attention of States and invited them to take the material into account when considering the lateral spacing to be established between parallel tracks in their ATS route structures. The RGCS Panel at its Third Meeting, Montreal 18 August - 5 September 1975, considered the results of further studies relating to the determination of separation minima for the spacing of parallel tracks in ATS route structures and proposed in its Recommendation 412 that the material in Circular 120-AN189 be updated on the basis of documentation presented to the Third Meeting and be issued as a new Circular. The Air Navigation Commission, acting under authority delegated by the Council, examined Recommendation 412 and noted that the Secretary General intended to update ICAO Circular 120-AN189 in the manner recommended by the Panel. This new Circular, accordingly, replaces Circular 120-AN/89, which has become obsolete. The main changes incorporated in this Circular are a new Section dealing with the reprocessing of data obtained from the original data collection in 1972, as described in Section 3, and a revision of the material relating to the determination of the distri- butions of the lateral deviations Y and the lateral speeds Y, the determination of P,,, and target levels of safety. The Circular is designed to facilitate research and development in the field of aircraft separation and to assist States in evaluating the progress so far achieved in the derivation of separation minima for the spacing of parallel tracks. In any use that is made of the Circular, due regard must be paid to the fact that the data collection described herein has been undertaken in an environment which is not necessarily representative of those which might obtain elsewhere in the world and that some doubt still exists regarding the validity of some of the data and the applicability of the conclusions to similar air traffic environments elsewhere. This Circular is published under the authority of the Secretary General.
