CNS/ATM SYSTEMSDefinitionStrategic visionMission of implementationCommunications, navigation, and surveillance systems, employing digitaltechnologies, including satellite systems together with various levels ofautomation, applied in support of a seamless global air traffic managementsystem.To foster implementation of a seamless, global air traffic managementsystem that will enable aircraft operators to meet their planned times ofdeparture and arrival and adhere to their preferred flight profiles withminimum constraints and without compromising agreed levels of safety.To develop a seamless, globally coordinated system of air navigationservices that will cope with worldwide growth in air traffic demand whileimproving upon the present levels of safetyimproving upon the present levels of regularityimproving upon the overall efficiency and capacity of airspace andairportsimproving operations allowing for capacity increase while minimizingfuel consumption and aircraft engine emissionsincreasing the availability of user-preferred flight schedules andprofiles andminimizing differing equipment carriage requirements betweenregions.
vFOREWORDSince the conclusion of the work of the Special Committeeon Future Air Navigation Systems FANS in October1993, the International Civil Aviation Organization ICAOhas significantly progressed the development of materialnecessary for the planning, implementation and operationof communications, navigation, and surveillance/air trafficmanagement CNS/ATM systems. Today, Standards andRecommended Practices SARPs, Procedures for AirNavigation Services PANS and guidance material on alldefined elements and aspects of CNS/ATM systems arelargely in place. Development of ICAO provisions willcontinue in line with identified requirements.As technology advances, new systems and concepts willcontinue to emerge, offering potential improvements interms of safety, efficiency and/or economy of internationalflights. This document, which is an updated and enhancedversion of the Global Co-ordinated Plan for Transition tothe ICAO CNS/ATM Systems contained in the Report ofthe Fourth Meeting of the Special Committee for the Moni-toring and Co-ordination of Development and TransitionPlanning for the Future Air Navigation System FANSPhase II Doc 9623, has been produced to includerecently developed concepts and systems. The plan has alsobeen expanded beyond its technical scope to includerelevant economic, organizational, environmental, legal andtechnical cooperation issues and also a global planningmethodology expected to guide regional planning groups intheir implementation planning work.One of the objectives of this revised Global Plan is todefine and illustrate ICAOs process for CNS/ATM systemsplanning and implementation as a logical progression of thework already accomplished. This includes an analysis ofthe structured relationship between the global, regional andnational planning processes as well as the relationshipbetween the Global Plan and other ICAO planning activi-ties. An inventory of materials, tools and documentationnow in existence, indicating where and how these can beused, will provide a readily-available source of referencematerial for planning purposes.Recognizing that effective ATM is essential to ensuringsafety, regularity and efficiency of international civilaviation and that implementation of available and emergingtechnologies should fulfil the requirements for a globalATM system, this plan broadly describes an ATMoperational concept being developed by ICAO, and reflectsthe latest available information on ATM conceptual work.This description and emerging concept offers a high-levelvision in order to assist in the determination of ATMrequirements that will guide the development of futureCNS/ATM system elements and their functionalities, there-by allowing optimum benefits to be attained. This newapproach is designed to lead initially to improved har-monization of air traffic services ATS and ultimately to aglobally integrated ATM system.As work on the ATM operational concept is ongoing,consensus on several emerging concepts have to be reachede.g. autonomy of flight, separation assurance, situationalawareness, required total system performance RTSP,required communication performance RCP, requiredsurveillance performance RSP. The operational require-ments and functional specifications of some technologiesautomatic dependent surveillance-broadcast ADS-Balso have to be developed. Where these issues and/or tech-nologies are addressed in the Global Plan, they areaccompanied by a footnote indicating that work andconsensus is still to be achieved through the ICAO process.The Global Plan offers background information on thedifferent elements and entities involved in CNS/ATMsystems planning and implementation with the goal ofcreating, within one document, a nucleus of informationnecessary to facilitate the move towards the next phase ofCNS/ATM planning and implementation. At the same time,the Global Plan attempts to bring up to date, in aconsolidated format, the progress generally achieved by theregions and illustrates, with appropriate time lines, thework remaining, forming the implementation schedule forthe future. It also offers, under one cover, a global snapshotof progress achieved and work remaining toward theimplementation of CNS/ATM systems, thereby serving as aconsolidated planning tool.The Global Plan has a clear and functional relationshipto the regional air navigation plans ANPs. This has beenEmerging concept or technology consensus still to be reached.
