At the ICAO Commnications Divisional Meeting in April 1981, there was an extensive exchange of views regarding the evolution of secondary surveillance radar SSR and collision avoidance systems. A number of recommendations were issued including RECOMMENDATION 1/3 - ICAO FUTURE ACTIVITY ON SSR IMPROVEMENTS AND COLLISION AVOIDANCE SYSTEMS That a States and international organizations in a position to do so, provide ICAO with technical descriptions and other related operational and technical information covering SSR improvements to provide for improved surveillance capability, discrete addressing of aircraft and an integral automated data comnunication capability b ICAO use the material provided as the result of a above to publish an ICAO circular. This document describes the background, principles, characteristics, equipment, operational applications and state of development of SSR improvements and in particular a new mode of SSR Mode S. The appendix provides a glossary of relevant terms. Note. In the following chapters of this document the term SSR, unless - otherwise qualified, refers to present day secondary surveillance radar with Mode A identity and Mode C altitude capability as defined in ICAO Annex 10.
