Doc 7231/1 1/11/52 Superseding Doc 723 1 INTERNATIONAL CIVIL AVIATION ORGANIZATION ICAO PUBLICATIONS REGULATIONS SECOND EDITION Note. - These Regulations, originally approved - by the Secretary General on 29 November 1951 pursuant to the authority given by the Council XIV-11 on 28 NovemSer 1951, have been amended in Article I11 3 c and Article VII 2 as a result of Council's action of 19 June 1952 xVI-10 discon- tinuing the publicatian of Regional Manuals. They are applicable immediately, and supersede the Regulations contained in Doc 7231-First edition. ARTICLE I Purpose of ICAO publi cations The purpose of ICAO publications shall be the systematic and prompt dissemina- tion of information in concise form on the policies and activites of the Organiza- tion in order to 1 promote the fulfilment of the a-ims rnanciated in the preamble to the Convention on International Civil Aviation 2 provide the States, the organs of ICAO and other users, with idcrma- tion concerning the work of the Organization in convenient form for their use 3 foster the participation and support of Contracting States and the interest of non-contracting States in the work of the Oganization 4 promote an informed opinion concerning the work of the Organization among governments arid3hegeneral public, looking towards continued and effective collaboration in the field of international civil aviation 5 present clearly, accurately and concisely the progress of the Organiza- tion and the points upon which agreement has been reached and upon which action by States in compliance with ICAO decj.sions has been taken or is still required. Tm Definitjo When used in'these Regulations, the term publications designates any printed or duplicated material ssued by the Organization, including 1 the Convention on International Civil Aviation the Annexes thereto com- prising the international standards and recommended practices adopted by the Council in accordance with this Convention and other international aeronautical instruments published or reprinted by the Organiation
2 documents as defined in article 111 3 workng papers as defined in artlcle IV A other publications listed in article V. 1 A document is a publication whlch is considered to have permanent character or special importance and which for this reason is suitable for disfri- bution to all Contracting States. 2 Bearing in mind the provision contalned in paragraph 1 of this article, the Assembly and the Council may direct that any paper submitted to them should be issued as a document, and the Secretary General may issue a paper as a docu- ment, either at his discretion or upor. the recommendation of a representative body of the Organization. 3 The Organization will publish the followng categories of documents a Documents which record action by the Assembly or the Counci1,i. e. - documents embodying resolutions, decisions and recommenda- Lions formally adopted by the Assembly or the Council, and texts approved by the Council for implementation by Contracting States - the minutes of the Assembly and the Concil b Reports of meetings convened by the Council c j Manuals, providing guidance and information concerning selected aspects of aeronautical activity, or intended to facilitate the uniform application of international standards and recommended practice 5 fd The ICAO Lexicon of terms used in connexion with civil aviation e A Weeklv List of documents and working papers this list will be issued each week and will list all documents and working papers issued during the preceding week at Headquarters,and, as soon as practicable, all working papers issued at meetings held outside Montreal. ARTICLE IV Working Paper s 1 A working paper is a publication intended to serve primari1y.a a basis for discussion in, or source of information for a meeting of the Organization. 2 Working papers will normally be distributed only to the members of the body for which they are prepared. No other general distribution will be made. 3 At the discretion of the Secretary General, coples of working papers will also be supplied on specific request 4 With the exception of copies retained in the archives of the Organiza- tion, stocks of working papers may be destroyed one year after the date of issue unless there is a need for retaining particular worklng papers for a longer period.
