2 Doc 9770 - Supplement July 2001 Aircraft Accident and Incident Investigation, or whether States intend to introduce such legislation in the future. The results of the study were presented to the ANC and a draft resolution on the non-disclosure of certain accident and incident records will be presented to the 33rd Session of the Assembly. In response to Resolution A32-7 Harmonization of the regulations and programmes for dealing with assistance to victims of aviation accidents and their families, Circular 285 - Guidance on assistance to aircraft accident victims and their families was prepared and distributed in June 2001. In addition, a progress report on the subject will be presented to the 33rd Session of the Assembly. Aerodromes Amendment 4 to Annex 14 - Aerodromes, Vol- ume I, was adopted by the Council on 12 March 2001 and will become applicable on 1 November 2001. It includes a new requirement for aerodromes to be certified by States, in accordance with the national regulations and applicable specifications, after the aerodrome operator has submitted an aerodrome manual that gives all the details of the facilities and services available as well as the aerodrome operator's safety management policy. The amendment to Annex 14, Volume I, will include certification of aerodromes open to public use. A Standard aimed specifically at the certifi- cation of aerodromes used for international operations will become applicable on 27 November 2003. A Standard that requires an aerodrome safety management system to be in place will become applicable on 24 November 2005. The amendment also includes the addition of new specifications on aerodrome emergency planning to deal with emergencies in water and on difficult terrain. Furthermore, existing specifications on emergency response times within the aerodrome boundary were upgraded to Standards. Aeronautical Electromagnetic Spectrum During the first half of 2001, activities concentrated on the early development of the ICAO position for the International Telecommunication Union ITU World Radiocommunication Conference 2003 WRC-2003. The ICAO position for the ITU WRC-2003 was developed by the Air Navigation Commission ANC, assisted by the Aeronautical Mobile Communications Panel AMCP and the Global Navigation Satellite System Panel GNSSP on issues related to GNSS, for approval by the ICAO Council. ICAO participated in the International Telecommunication Union ITU, Asia/Pacific Telecommuity APT, Confkrence Europkenne des Administrations des Postes et des T616communications CEPT and Inter-American Telecommunication Commission CITEL meetings in preparation for WRC-2003 to present the ICAO position. Aeronautical Information Services AIS In March, the Council adopted amendments to Annex 4 - Aeronautical Charts and Annex 15 - Aeronautical Information Services. The amendment to Annex 4 emanates mainly from the Aeronautical Information Services/Aeronautical Charts AIS/MAP Divisional Meeting 1998 concerning electronic charts for cockpit display, depiction of airspace classes and ADIZ, and from a recommendation of the joint ICAO and Industry Controlled Flight Into Terrain CFIT Task Force, for the inclusion of terrain on instrument approach and other relevant charts. The amend- ment to Annex 15 introduces SARPs concerning automated aeronautical information systems and harmonized AIS/MET pre-flight briefing, and the provision of information on activities of a dangerous nature and other potential hazards. The Aircraft Type Designators Study Group ATDSG held its first meeting in May. In June, the ANC carried out a preliminary review of a proposed amendment to Annex 4, emanating from the Obstacle Clearance Panel OCP, concerning the introduction of provisions for radar vectoring charts. Audio-visual Aids The Audio-visual Aids Unit provided support to the Colloquium on Environmental Aspects of Aviation and started work on the production of a CD-ROM on ICAO's activities in this field. The Unit updates the on-line version of the ICAO Aviation Training Directory on a monthly basis. Furthermore, the Unit prepared several presen- tations, displays for bulletin boards, and Web pages in support of ICAO staff at various seminars, conferences and meetings.
Doc 9770 - Supplement July 2001 3 Aviation Environmental Matters The Council adopted amendments to Annex 16, Volume I and approved an amendment to PANS-OPS, Volume I, which implemented recommendations of the fifth meeting of the Committee on Aviation Environmental Protection CAEP/5. Other CAEP recommendations concerned the publication of ICAO documents and other issues including the methodology to estimate the environmental benefits of the CNS/ATM systems implementation. A comprehensive work pro- gramme relating to noise and engine emissions continued to be pursued through the activities of CAEP and its sub-groups. CAEP also adopted an Action Plan on Emission to provide a route map over the next 5 to 10 years. Aviation Medicine The Council adopted Amendment 163 to Annex 1 - Personnel Licensing, which included the introduction of the new vision and colour perception requirements for licensing and will become applicable on 1 November 2001. The Secretariat assisted the World Health Organization WHO with a chapter on "Travel by air Health Considerations" for the WHO publi- cation "International Travel and Health". Communications, Navigation, and SurveillanceIAir Traffic Management CNSIATM The first amendment to the Global Air Navigation Plan for CNS/ATM Systems Global Plan Doc 9750 was accepted by the Council in June 2001. The amendment emanated from the work of several ICAO bodies and includes a new chapter on the environmental benefits associated with CNS/ATM systems. The tables in Part I1 of the Global Plan now contain a comprehensive global network of homogeneous ATM areas and major traffic flows. Controlled Flight Into Terrain CFIT The ANC authorized the circulation, for comment, of proposals for the revision of the requirements for the ground proximity warning system GPWS in Annex 6, Parts I and 11, to accommodate the different standards of equipment that are now available and to upgrade existing Recommended Practices in Annex 6, Part I, to Standards. The Council approved amendments to Annexes 3,4,6 Parts I, I1 and 111 and 11, PANS-OPS Volumes I and 11 and the PANSRAC incorporating Standards and Recommended Practices and Procedures relevant to the CFIT and approach and landing accident prevention programme. Flight Safety and Human Factors An ICAO regional seminar on the Line Operations Safety Audit LOSA was held in Hong Kong from 12 to 14 March 2001. LOSA is an emerging methodology to collect safety information by routine monitoring of normal airline operations. A manual on Human Factors guidelines for safety audits and a manual on Human Factors guidelines for aircraft maintenance were completed during the first half of 2001. Both manuals are expected to be published towards the end of the year. ICAO participated in key Human Factors- related events, exchanging information on the latest developments in the field of Human Factors, thus maintaining a leadership role in this field. Meteorology Attention was focused on further developing the ICAO Web sites for the International Airways Volcano Watch IAVW and the Satellite Distribution System for Information Related to Air Navigation SADIS, to render the sites increasingly useful to operational personnel. Discussions were held with the International Atomic Energy Agency IAEA and the World Meteorological Organization WMO concerning international arrangements for the direct notification to area control centres by IAEA of the accidental release into the atmosphere, and trans-boundary flow, of radioactive materials. An initial draft of these international arrangements was developed for consideration by the 3 organizations concerned.
4 Doc 9770 - Supplement July 2001 Work was initiated on the restructuring of Annex 3 - Meteorological Service for international Air Navigation, and the development of guidelines for access to world area forecast system WAFS products and OPMET information via the Internet, for consideration by the planned MET Divisional Meeting in 2002. Personnel Licensing and Training The ICAO Universal Safety Oversight Audit Programme identified a significant need for training Government Safety Inspectors Operations and Airworthiness. Standardized Training Packages STPs were developed on this topic in cooperation with the United States Federal Aviation Administration using the TRAINAIR methodology. The first course using the STP for Government Safety Inspectors was held in the first half of 2001. Work on the development of 2 new training packages was initiated. An update of the Training Manual Doc 7192 Part D-1 - Aircraft Maintenance Engineer, was completed during the first half of 2001 and is expected to be published by the end of the year. Safety Oversight The ICAO Universal Safety Oversight Audit Programme, established in January 1999, con- tinued its audit activities. By the end of June 2001, a total of 176 Contracting States and 5 territories had been audited. It is expected that all but a few Contracting States will be audited before the forthcoming ordinary session of the Assembly. The analysis of the audit reports, through the Audit Findings and Differences Database, enabled ICAO to identify safety concerns and their impact on the safety of aircraft operations. The analysis also revealed a possible association between the regional accident rates and the lack of implemen- tation of the critical elements of a State's safety oversight system. TRAINAIR Since January 2001, 2 centres have joined the programme, bringing the total number of TRAINAIR members to 35. The member civil aviation training centres' course development activities continued to expand. As of June, 110 Standardized Training Packages STPs either have been completed or are under development by members. 2 MEETINGS Table 11-1. Five recommendations concerned the publication of ICAO documents and 6 dealt with other issues including the methodology to estimate the environmental benefits of the CNS/ATM systems implementation.
