FOREWORD 1. The following information paper was prepared by the Secretariat of ICAO as background documentation for the assistance of Contracting States and Observers in their consideration of and formulation of reconnnendations on the subject of Tariff Enforcement - Item 1 on the Agenda for the Special Air Transport Conference, which was held in Montreal in April 1977. The Report of the Conference was published as Doc 9199, SATC 1977. 2. The primary source of information was the replies submitted by 59 Contracting States to the Questionnaire on the subject dispatched on 12 December 1975 State Letter EC2/19, EC2120.1-751192. A second important source was the data bank on tariff enforcement and related matters accumu- lated at ICAO Headquarters, including such items as previous ICAO studies on the subject, relevant government documents, and press reports . 3. The paper has been revised and is being published as an ICAO Circular in order to give it wider circulation.
