1. The following information paper was prepared by the Secretariat of ICAO as background documentation for the assistance of Contracting States in their consideration and formulation of recommenda- tions on the subject of Regulation of Capacity in International Air Transport Services - Item 3 on the Agenda for the Special Air Transport Conference which was held in Montreal in April 1977. The Report of the Conference was published in Doc 9199, SATC 1977. 2. One main source of information was the replies submitted by 51 Contracting States to the Questionnaire on the subject dispatched on 2 February 1976 State Letter EC2/19, EC2/12.1-7613. The second source was the material on regulation of capacity in international air transport services and related matters available at ICAO Headquarters , including such it ems as .previous ICAO studies on the subject, relevant government documents, special studies, and articles that have appeared in aviation journals . 3. The paper has been revised and is now being published as an ICAO Circular in order to give it wider circulation.
