RULES OF PROCEDURE FOR THE COUNCIL Lncorpor ating amendments approved by the Council on 1 February 1955 and on 10 May 1956 SECTION I 1. For the purpose of these Rules of Procedure, the following terms shall be considered to have the meanings indicated, 1.1 Organization - the International Civil Aviation Organization. 1.2 Contracting State - a State which has become a party to the Conven- tion on International Civil Aviation and a member of the Organization. 1.3 Assembly - the Assembly of the Organization. 1.4 Council - the Council of the Organization. 1.5 President - the President of the Council. 1.6 Council Member State - a Contracting State elected by the Assembly as a Member of the Council. 1.7 Council Representative - a representative designated and authorized by a Council Member State to act on the Council and holding credentials as evidence thereof.
1.8 Alternate - a representative designated and authorized by a Council Member State m act on behalf of a Council eresentative in his absence, and holding credentials as evidence thereof. 1.9 Observer - a representative of a Contracting State, a non-contracting State or an international organization, designated and authorized by his State or organization to participate in one or more of the meetings of the Council with- out the right to vote or to move or second motions, resolutions or amendments, under such further conditions as the Council may determine and holding cre - dentials as evidence of his appointment. 1.10 Meeting - a single sitting of the Council from the time the Council comes to order until it adjourns. 1.11 Session - the complete period between the opening of the first meeting and the adjournment of the last of a series of Council meetings, 1.12 Recess - the interval between two sessions of the Council. 1.13 Agenda - the list of items which shall be before the Council for its consideration at one session. 1.14 Order of Business - those Agenda item listed for consideration at one meeting. SECTION 11 COMPOSITION OF THE COUNCIL 1, The Council shall be composed of twenty-one Contracting States. They shall bold office from their election until the election of a new Council at the Assembly held in the third calendar year thereafter. 2. Each Council Member State shall have one representative on the Council, whose place may be taken by an Alternate in the event of his absence. The Council Representative or his Altelvate shall not act on the Council unless he is a holder of a formal credential as a Council Representative or Alternate. 3. No Council Representative shall be actively associated with the operation of an international air service or financially interested in such a service.
