Doc 7559/2 Revision 2 20 /6/57 Rule 2 Credentials of Representatives, of their Alternates and of Observers shall be signed on behalf of the State or Organization concerned and indicate the capacity in which the individual is to serve, and shall be deposited with the Secretary General. The credentials shall be examined by the President, one of the Vice- Presidents and the Secretary General, who shall report to the Council. Any Representative, Alternate or Observer shall be entitled, pending the presentation of the repor on his credentials and Council action thereon, to attend meetings and to participate in them subject, however, to the limits set forth in these Rules. The Council may bar from any further part in the activities of the Council, Conrmfssions, Conmitt ees and Working Groups any Representative, Alternate or Observer whose credentials it finds to be insufficient. OFFICERS CF THE coma Rule 5 The Council shall elect its President for a term of three years, the exact dates of commencement and termination of which will be determined by the Council . a The Council shall, not less than three months before the opening of the Assembly which will elect a new Council, inform the contracting States that the Council to be elected at the next Session of the Assembly will elect the President of the Council. The communication should also i invite attention to the provisions of Article 51 of the Convent ion, ii state whether the President then holding office is willing to stand for re-election, and iii indicate the date by which the names of candidates for the Presidency should be in the hands of the Secretary General. b The names so received shall be circulated by the Secretary General to all contracting States as soon as possible after the date set for the receipt of names.
pule 9 The Preaident of the Council my be removed from office at any time by a decision of the Council, provided that the motion for that purpose is introduced in writing and is moved jofitly by not leaa than seven Membera of the Council. Upon the introduction of auch a motion, the meeting ahall be adjourned. As soon aa practicable thereafter, a special meeting to consider the motion shall be called by the Vice-President entitled to act under Rule 11 . Pending the deciaion of the Council, the Preaident shall refrain from carrying out the normal functions of the Presidento In the event of the Presidents a death, removal from office, or resignation, or if the President is otherwise unable to complete his tern of office, a new President shaff be elected by the Council as soon as possible thereafter and the latter shall hold office for the remainder of the term of his predecessoro Council shall elect from among Council Repreaentatives a First, a Second and a Third Vice-President. If more than one candidate fs nohated for any of theae officea, the election shall take place by secret ballot If no candidate receives a majority of votes on the first ballotg the Council shall vote again on the two candidates who receive the largest number of votes 0 The term of office of a Vice-President shall extend until hi successor is elected. Rule XL In the absence of the Presidentg the First Vice-President, the Second Vfce-President or the Third Vice-President in that order shall exercise the functions vested in the Preaident by these Rules of Procedure., pule 3.2 A Vice-President when acting in the absence of the President ahaU retain his right to voteo

SECTION I11 COMMISSIONS9 COMMITTES APlD MORKII9G GROUPS CF THE COUNCIL In addition to the fir Navigation Commfssfon9 the Air Transport Committee and the Finance Commfttee, the Council may establish other Standing or Temporary Committees or Working Groups of limited membership, Rule 15 a The President of the 1UrWavigationCommission and thechairman of Standing Committees shall be elected by the Council, The Vice-President of the Air Navigation Commission and the Vfce-Chaimn of Standing Committees shall be elected by the body concerned, b Temporary Committees and Working Groups shall elect their own officers, unless the Council decides otherwise. a The Air Navigation Commission shall be composed of 12 members appointed by the Council from among persons nominated by contracting States. These persons shall have suitable qualifications and experience in the science and practice of aeronautics, The Council shall request all contracting States to submit nominations rticle 56 of the convention. b The appointment shall require a majority of the Members of the Council and, unless waived by unanimous agreement, shall be by secret ballot, Rule 17 a In cases where the Council has to elect members of a Standing Conmsfttee, each Member of the Council may present names from among the Representatives or Alternates, with their consent, for inclusion in a list to be presented to the Gouncil by the President. Not more than one Representative or Alternate of any State may be elected. b The method of selection, terms of reference and working methods of temporary Committees or Working Groups shall be determined by the Council in each case.
