Supplement Doc 9930, SP AFI/08 INTERNATIONAL CIVIL AVIATION ORGANIZATION SPECIAL AFRICA-INDIAN OCEAN AFI REGIONAL AIR NAVIGATION MEETING Durban, South Africa, 24-29 November 2008 SUPPLEMENT 1. The Council, at the thirteenth meeting of its 187th Session on 29 June 2009 and the Air Navigation Commission at the fifth meeting of its 181st Session on 9 June 2009, acting under authority delegated by the Council, took action as indicated hereunder, on the Report of the Special Africa-Indian Ocean Regional Air Navigation SP AFI/08 RAN Meeting. 2. In accordance with Directives to Regional Air Navigation Meetings and Rules of Procedure for their Conduct Doc 8144 a complete list of recommendations are contained in Section iii of the introductory text in the report of the meeting Doc 9930. The recommendations of the meeting, unless otherwise qualified in the text or in the action taken thereon by the Council or by the Air Navigation Commission under delegated authority, apply only to the Contracting States whose territories or dependencies are located partially or wholly within the geographical area considered by the meeting and those located outside that area, which have notified ICAO that aircraft on their register or aircraft operated by an operator whose principal place of business or permanent residence is located in such States, operate or expect to operate into the area, or which provide facilities and services affecting the area. 3. Recommendations for action by States are addressed to ICAO Contracting States only. Implementation of those recommendations related to facilities and services are governed by Article 28 of the Convention. Inclusion under some of the recommendations of facilities and services in non-Contracting States and territories is simply a recognition that they are needed by or likely to affect international civil aircraft operations of Contracting States or the facilities and services of those States. 4. The Secretary General will arrange for the normal follow-up action in respect of recommendations as appropriate. Where special action is required to be taken by the Secretary General, this is indicated in the text of the action taken by the Council or the Air Navigation Commission.
