iiiFOREWORDIn accordance with a decision taken by the ICAO Council on 14 December 1983, this manual consolidates in a singledocument all the ICAO provisions and special recommendations relevant to the subject of interception of civil aircraft.The provisions and special recommendations have been extracted from the text of Annexes 2, 4, 6 Parts I, II and III,7, 10 Volumes I and II, 11 and 15, the Procedures for Air Navigation Services Aircraft Operations PANS-OPS,VolumeI, Doc 8168 and the Procedures for Air Navigation Services Rules of the Air and Air Traffic ServicesPANS-RAC, Doc 4444. The material so extracted is identified by the symbol and ... denotes text omitted. Thesource of the paragraphs and notes so designated is given in Appendix A. Paragraph references in the text refer toparagraph numbers in this manual unless otherwise indicated.In accordance with a decision by the Air Navigation Commission on 23 June 1986, the second edition of the manualalso contains guidance material in amplification of the various provisions and special recommendations relating tointerception of civil aircraft contained in the first edition 1984. This guidance material has been developed with theassistance of an air navigation study group consisting of civil and military specialists. Attention is also drawn to a secondand separate manual titled Manual Concerning Safety Measures Relating to Military Activities Potentially Hazardous toCivil Aircraft Doc 9554 which was also developed with the assistance of the same air navigation study group.The purpose of this compilation of material from various ICAO documents and supplementary guidance material is tofacilitate understanding and to provide a ready reference on the subject. It is hoped that it will also facilitate theimplementation and application of the various provisions and special recommendations.Contracting States are therefore requested to ensure that the material in this manual is brought to the attention of allcivil and military administrative or operational personnel who may be concerned with the development and/or applicationof national practices and procedures relating to the identification and interception of civil aircraft.
