TO THE ASSEMBLYOF THEINTERNATIONAL CIVIL AVIATION ORGANIZATIONI have the honour to transmit, at the direction of the Council, its Report for theyear 2003 prepared in compliance with Article 54a of the Convention onInternational Civil Aviation. With the Reports for 2001 Doc 9786 and 2002Doc 9814, it constitutes documentation for Item 7 of the Provisional Agendaof the 35th Session of the Assembly, and it will be supplemented by a brief reviewof the work of the Organization for the first six months of 2004. It is beingcirculated to Contracting States now for their information and will also be sentto the Economic and Social Council of the United Nations in pursuance ofArticleVI, paragraph 2 a of the Agreement between the United Nations andICAO.The Report was prepared by the Secretariat and circulated in draft form tothe Representatives of Council Member States for their suggestions. The Council,as a body, did not formally examine or adopt it but, as in the past, delegated toits President authority to approve the final text after considering all thesuggestions received.Chapter I summarizes the principal trends and developments in civilaviation and the work of the Organization during the year the activities of ICAOitself are described in Chapters II to X.The Council held three sessions in 2003. These were the One hundred andsixty-eighth Session from 22 January to 14 March, with a total of fourteenmeetings, one of which was held outside the Council phase the One hundredand sixty-ninth Session from 16 April to 13 June, with a total of fifteenmeetings, one of which was held outside the Council phase and the One hundredand seventieth Session from 19 September to 5 December, with a total of sixteenmeetings, three of which were held outside the Council phase.
